II.Minutes of June 12, 2014 Meeting of the Measure C Citizen Oversight Committee

Action: Review and approve, or approve with edits, the June 12, 2014 Oversight Committee minutes.

III.Pedestrian Trails program proposed amendment

Summary:  Fresno COG has received a formal request from the City of Fresno (attached) to amend the current Measure “C” Pedestrian/Trails Facilities Subprogram.  The purpose of the amendment is to modify the existing language in the Pedestrian/Trails Facilities Subprogram which restricts the use of funds to “new” construction of pedestrian trails, the development of a Master Plan and for retrofitting existing facilities.   The proposal under consideration and supported by the City of Fresno was developed by Mark Keppler and John Wright, longtime community trail advocates.  The proposed amendment policies preserve the commitment of the Measure C plan to building new trails but also provides the ability to provide maintenance in situations where additional outside funds can be leveraged.  Included as an attachment is the draft Policy on Use of the Measure C Trail funds developed by Mr. Keppler and Mr. Wright and supported by the City of Fresno. 

Action:  Information/Action. Direction to be provided at the discretion of the Committee.

IV.Plans for transit connectivity at the Downtown Fresno High Speed Rail Station

Summary:  The COC Chair requested a report on any plans concerning transit connectivity with the High Speed Rail Station in Downtown Fresno. Fresno COG Executive Director, Tony Boren, agreed to update the Committee on the status of the station plans. Moses Stites from the Fresno County Rural Transit Agency will all speak on the topic.

Action: Information item. Direction to be provided at the discretion of the Committee.

V.Local Agency Reporting Form Review

Summary:  Local Agency Reports have been completed and attached for COC review by the following local agencies who receive Measure C Local Agency Pass Through funds:

  • City of Coalinga
  • City of Fresno (Plus 3 supporting documents)
  • City of Kingsburg
  • City of Orange Cove
  • City of Sanger
  • City of Selma
  • County of Fresno
  • Fresno Council of Governments

Action: Receive & approve or recommend action.

VI.2013-2014 Annual Report to the Public

Summary:  Subcommittee members will present the final draft of the 2013-2014 Annual Report to the Public.

Action:  Receive & approve or recommend action.
