NAS Lemoore Land Use Planning Update

A presentation by NAS Lemoore staff and the Commanding Officer of the Air Base Captain Ashliman will occur at the next scheduled Airport Land Use Commission Meeting. Fresno County Staff will be in attendance and as it is open to the public, anyone who wishes to attend is welcome. For additional details contact ALUC Staff Laural Fawcett, 559-233-4148 Ext 223

The presentation by Captain Ashliman will be a discussion of the Master Planning Process and Implementation at NAS Lemoore. This is important for the ALUC to understand in more depth and consider as part of the process to prepare and adopt an ALUCP for the portion of the NAS Lemoore environs within Fresno County, which is required by state and federal law. Under state law, the ALUCP for a military installation must be consistent with the Air Installation Compatible Use Zones (AICUZ) study for the installation. The JLUS update provided recommendations for use by governing bodies with local land use authority, and although the ALUC has no direct land use authority, they are charged with the responsibility to prepare and adopt ALUCPs that follow state and federal policies and guidelines.  After the ALUC approves the ALUCP, local governments with land use planning and regulatory authority in the AIA must amend their General Plans, Specific Plans, and land use regulatory ordinances to be consistent with the ALUCP.  Alternatively, the governing bodies may choose to override the consistency requirement if they make specific findings that their current plans and regulations fulfill the objectives of the State ALUC statute and approve the override resolution with a 3/5 majority vote.
