I.Fresno County Rural Transit Agency - Measure C funding bus purchases

Summary:  Fresno County Rural Transit Agency purchased eight 2016 CNG buses with funds ($2,000,000) from Measure C and funds ($1,800,000) from Caltrans Bond money.  These buses are used on the Inter-City routes and have a range of 200 miles.  FCRTA staff will have one of the 2016 CNG buses available downstairs on the street for the committee to see and do a walk through before and at the beginning of the meeting.

III.Election of 2016-2017 Chair and Vice-Chair

Summary:  The committee must elect a Chair and Co-Chair to assist staff with agenda development and to facilitate Oversight Committee meetings. Members may volunteer for consideration or be nominated by other members.

Action:  Elect a Measure C Citizen Oversight Committee Chair and Co-chair.

IV.Minutes of March 10, 2016 Meeting of the Measure C Citizen Oversight Committee

Action: Review and approve, or approve with edits, the March 10, 2015 Oversight Committee minutes.

V. Measure C Regional Transportation Projects and funding shortfalls/solutions

Summary:  The Oversight Committee requested that Fresno COG staff give an overview of the funding and timeline issues currently surrounding the Measure C Regional Program's Tier One and Tier Two Projects. Fresno COG's Finance Director, Les Beshears, will report to the Committee as requested.  

Action:  Information Item. Action may be taken at the discretion of the Measure C Citizen Oversight Committee.

VI.2015-2016 Measure C Citizen Oversight Committee Annual Report

Summary:  The Measure C Citizen Oversight Committee is charged with annually developing an Annual Report to the Public. Typically members volunteer to participate on a subcommittee to write the Committee's report. The 2015-2016 COC Chair has begun work ont the report but would like to have two or more other members volunteer for the effort.

Support staff photocopied all of the 2015-2016 fiscal year agendas and minutes for members of the subcommittee to use, and is gathering final budget numbers for the report as well. Copies of the 2014-2015 report will be available to committee members at the meeting.

Action:  Form the COC Annual Report to the Public Subcommittee. 

VII.Fresno County Transportation Authority Fiscal Year 2016-2017 Budgets

Summary: This proposed 2016-17 Measure C Extension budget addresses estimated revenue to be received during the 2016-17 fiscal year resulting from the extension of the original Measure C sales tax levy.  Total estimated tax revenue is $72,945,414.  The revenue estimate reflects a conservative continuation of a recovery from the weak economy that has impacted tax revenue over the past 7 years in that it represents a 3.5% increase from the 2015-16 actual revenues.  Fiscal year 2015-16 actual receipts appear to be trending toward a growth rate in excess of 5.0% over the prior year.

VIII.Regional Transportation Mitigation Fee (RTMF) Budget for Fiscal Year 2016-2017

Summary:  The 2016-17 RTMF budget identifies an estimated $3million in fee collection revenue based on recent development activity in Fresno County and $27,000 in interest earnings.  The final category of resources available to deliver the RTMF construction program in 2016-17 is the $19,303,000 in Measure C Loans that are estimated to be needed to service ongoing construction contracts in the coming year.  These funds are available, if needed, to pay costs as they come due for on-going contracts and will be added to the outstanding $54+ million Measure C loan to be amortized over the remaining life of the fee program.  Combining all of the above listed resources, results in a total of $24,936,897 available to deliver the 2016-17 RTMF Program.

IX.Fresno County Transportation Authority Board Resolution No. 2016-01

Exhibits:

Summary:  Using the revenue estimate provided by the Fresno County Auditor-Controller/Treasurer –Tax Collector, the Fresno County Transportation Authority shall annually prepare each year a Resolution of Allocation/Apportionment. The Resolution shall include a table which identifies each city and county, the total street mileage and estimated population within each jurisdiction. Following the adoption of the Resolution, the Fresno County Transportation Authority shall notify each city and the county in writing.

X.COC Response to Fresno Bee Letter to Editor August 5, 2016

Summary:  After reading the attached Fresno Bee Letter to the Editor "Misplaced priorities plague Fresno transportation plans" by Jeanne Larson of Fresno (August 4, 2016) COC member Stephenie Frederick volunteered to draft a response op-ed piece on behalf of the COC. The op-ed piece, once in final form and if approved by the COC, may be submitted to the Bee. Ms. Frederick discussed the response letter with staff and the COC Chair. It was agreed that agreed that the op-ed piece should not respond directly to the letter published in the Bee but should highlight the transparent actions of those with Measure C fiduciary responsibilities, and possibly showcase some accomplishments.
