Minutes of December 5, 2016 Meeting of the Fresno County Airport Land Use Commission Meeting

Action:  Review and approve, or approve with edits, the December 5, 2016 Fresno County Airport Land Use Commission minutes.

City of Fresno Municipal Code Text Amendment Application No. TA-17-002

Summary: The Development and Resource Management Department of the City of Fresno is requesting that Text Amendment Application No. TA-17-002 be reviewed by the ALUC. This text amendment was initiated pursuant to Fresno City Council Resolution No. 2016-263 and proposes to amend subsections (B) and (C) of Section 15-2750 to the Fresno Municipal Code, relating to recycling facilities. The text amendment to the Citywide Development Code proposes zoning and use regulations for CRV Recycling Centers within the City of Fresno. Essentially, the proposed changes will limit CRV Recycling Centers to certain areas within industrial zoned property, require minimum distances between certain uses, including other CRV Recycling Centers and require that permanent structures be utilized in the operation of a Recycling Center. The proposed amendment will affect properties within the boundaries of the City of Fresno.

Pursuant to section 15-5808 of the Fresno Municipal Code, the ALUC must review all text amendments such as these.

Staff has not identified any applicability to airports located in the City of Fresno.  The CRV recycling center use is currently allowed on Commercial and Industrial zoned property within the City.  The text amendment proposes to limit the use to certain areas within Industrial zoned property. 

Action:  The City of Fresno and ALUC staff recommends a Determination of Consistency for Text Amendment Application No. TA-17-002.

Airport Land Use Compatibility Plan Update - Consultant Selection

Summary:  The Fresno Council of Governments released a request for proposals, seeking an airport consulting firm to update the Fresno County Airport Land Use Compatibility Plan (ALUCP) for the Fresno County Airport Land Use Commission. Three firms submitted proposals by the February 28, 2017 deadline:

  • Mead & Hunt
  • Ricondo & Associates
  • Coffman Associates

The ALUCP Update Scoring Committee, comprised of Commission members, urban and rural area airport managers and representatives, and Fresno COG staff, interviewed all three firms on Thursday, March 23, 2017. Though all three firms were clearly competent and experienced, the scoring committee unanimously recommended that the ALUCP Update be awarded to Coffman Associates. This recommendation is based upon Coffman's verbal and visual presentations, impressive public outreach experience and current proposal, previous client recommendations and schedule of deliverables. 

Staff will also be asking for a recommendation of approval to the Fresno COG Policy Board from Fresno COG’s Transportation Technical Committee and the Policy Advisory Committee and requesting an approval of the award from Fresno COG's Policy Board at their meeting April 27, 2017.  

Following full approval of the award a contract will be extended. Staff's goal is to have the contract signed and executed by May 1, 2017, then forwarded to Caltrans for contract award and full execution by June 15, 2017.

Action:  The ALUCP Scoring Committee and Fresno COG staff recommend that the Fresno County Airport Land Use Commission approve the scoring committee's recommendation of Coffman Associates as the consultant for the ALUCP Update and authorize Fresno COG's Executive Director to enter into a contract with Coffman Associates in the amount not to exceed $300,000.
