II.Minutes of February 6, 2017 Meeting of the Measure C Citizen Oversight Committee

Action: Review and approve, or approve with edits, the February 6, 2017 Oversight Committee minutes.

III.Measure C Original Operating Budget for Fiscal Year 2017/18

The Original Measure Operating Budget is not included in the responsibilities of the Citizen’s Oversight Committee. It is being provided as a courtesy for reference to those services that are funded by both the Original and the Extension Measures.

IV.Measure C Extension Operating Budget for Fiscal Year 2017/18

Summary:  This is the eleventh line-item budget of the Measure C Extension Program. The FY2017-18 Measure C Extension budget’s total estimated tax revenue is $72,796,388.  The estimated interest income is $1,250,000 for a total estimated budget of $74,596,884. The revenue estimate reflects a conservative 3.5% increase from the 2016-17 actual revenues to date. 

The Measure C Extension revenue projection is the result of a collaborative effort between the Fresno County Auditor-Controller/Treasurer Tax Collector’s office and the Authority’s financial advisor, Montague DeRose Associates.

Total Salaries and Benefits and administrative expenses total $459,549 and is less than 1%. The Salaries and benefits portion of the Administrative budget reflects 100% of two employees (Executive Director and Contract Administrator), and 25% of one employee (Program Manager). This category also includes office expenses such as Rent, Leases, telephone, small office equipment, office supplies, etc. for a total of $64,235, a contingency reserve of $10,000 and an unallocated Administrative Reserve of $261,188.

The Extension Budget also accounts for Services and Supplies expenditures in the amount of $723,535. This budget category provides the services needed to deliver the overall Measure C Program and reflect actions previously approved by the board. Where appropriate, Services and Supplies expenses are prorated between the Original and Extension Measures to reflect actual service to each.

The remainder of the budget is similar to previous budgets and consists of pass-through funding to participation jurisdictions.

The budget also identifies the undistributed reserve allocations for programs or projects that are not ready to proceed at this time. These funds will continue to be retained by the Authority in separate accounts until claim and certification procedures are finalized and projects are identified.

V.Regional Transportation Mitigation Fee (RTMF) Budget for Fiscal Year 2017/18

Summary:   This is the third line-item budget of the Regional Transportation Mitigation Fee.  The RTMF fee was approved by voters when they passed the Extension Measure. The FY17/18 budget identifies an uncommitted RTMF fund balance of $2,606,897, an estimated $3million in fee collection revenue based on recent development activity in Fresno County and $27,000 in interest earnings.  The final category of resources available to deliver the RTMF construction program in 2017-18 is the $19,303,000 in Measure C Loans that are estimated to be needed to service ongoing construction contracts in the coming year.  These funds are available, if needed, to pay costs as they come due for on-going contracts and will be added to the outstanding $60.9 million Measure C loan to be amortized over the remaining life of the fee program.  Combining all of the above listed resources, results in a total of $17,223,940 available to deliver the FY17-18 RTMF Program.

The expenditure side of the proposed 2017-18 RTMF Budget identifies $13,435,000 for construction projects, $15,000 for Services and Supplies which is made up of an estimated $5,000 for legal services and $10,000 for Consultant Services to update the Strategic Implementation Plan as needed to reflect the changes resulting from the anticipated 2017 Measure C Expenditure Plan update and $3,773,940 in Measure C RTMF Loan payback program.

VI.Fresno County Transportation Authority Board Resolution NO. 2017-02

SummaryUsing the revenue estimate provided by the Fresno County Auditor-Controller/Treasurer –Tax Collector, the Fresno County Transportation Authority shall annually prepare each year a Resolution of Allocation/Apportionment. The Resolution includes a table which identifies each city and county, the total street mileage and estimated population within each jurisdiction. Following the adoption of the Resolution, the Fresno County Transportation Authority shall notify each city and the county in writing.

This is done through the Certification and Claims process. Once each agency provides a signed Certification and Claims form, along with their council resolution, the Fresno County Auditor-Controller/Treasurer –Tax Collector’s office then start the allocation of the pass-through funds to the agencies. The Resolutions and Cert & Claims are due by November 15th.

VII.Update on Proposed Amendment 4 to the Measure C Extension Expenditure Plan

Summary:  At the last COC meeting on March 9, 2017, COG presented a proposal from the City of Fresno requesting consideration of an Amendment to the Expenditure Plan to include Class IV Facilities and Class III Bicycle Route signage to the funding available in the Measure C Bicycle Facility Programs. At that time, the COC asked to see the changes to the Expenditure Plan before considering the proposed Amendment. On April 26, 2017, COG and FCTA met to discuss the City of Fresno’s proposal. COG and FCTA have agreed that an Amendment to the Expenditure Plan to allow for such funding is appropriate. And, that the language in the Strategic Implementation Plan (SIP) should be modernized to reflect the recent changes in the Active Transportation Plan. As is the procedure for any Amendment to the Expenditure Plan it must pass the formal approval process by way of the COG Policy Board and then the Authority Board. This is also an Expenditure Plan Update year (every 2 years COG must update the Expenditure Plan) any updates to the plan are done through the Strategic Implementation Plan. These 2 processes will be happening simultaneously. As the update progresses we will keep the COC informed and the final updated verbiage to the Bicycle Facility Programs will be provided to you for review and comment.  Peggy Arnest is here to answer any additional questions you may have regarding the updates to the bicycle trails program.
