Minutes of the August 7, 2017 ALUC Meeting

Action:  Review and approve, or approve with edits, the August 7, 2017 Fresno County Airport Land Use Commission minutes.

City of Fresno Text Amendment Application No. TA-17-007

Summary:   The Development and Resource Management Department of the City of Fresno is requesting that Text Amendment Application No. TA-17-007 be reviewed by the ALUC.  Text Amendment Application No. TA-17-007 (attached) was initiated pursuant to Fresno City Council Resolution No. 2017-909 and proposes to amend subsection (F) of Section 15-2009 and subsection (I) of Section 15-2010 of the Fresno Municipal Code, relating to electric and security fence indemnification. The Text Amendment to the Citywide Development Code proposes to allow security and electric fence owners to execute an indemnity agreement with the City for all fence-related claims. This is intended to alleviate the property owners of legal responsibility and allow the fence owners to assume the risk. The proposed amendment will affect properties within the boundaries of the City of Fresno.

Action:  Finding of Consistency on City of Fresno Municipal Code Text Amendment Application No. TA-17-007.

City of Fresno Plan Amendment Application No. A-16-015 - Amendment of the City of Fresno General Plan Paths and Trails Map and related text

Summary:  Plan Amendment Application No. A-16-015 proposes to amend the City of Fresno General Plan Paths and Trails Map (Figure MT-2) and related text to incorporate the Paths and Trails network proposed in the Active Transportation Plan. 

The City of Fresno is adopting their Fresno Active Transportation Plan, filed by the City of Fresno Development and Resource Management Director and pertaining to property located within the Fresno General Plan Sphere of Influence. The intent of the Active Transportation Plan is to act as a guidance document for active transportation in the City of Fresno, with goals of equitably improving the safety and perceived safety of walking and bicycling in Fresno, increasing walking and bicycling trips in Fresno by creating user-friendly facilities, improving the geographic equity of access of walking and bicycling facilities in Fresno, and to fill key gaps in Fresno’s walking and bicycling networks. Environmental Assessment No. A-16-015 recommends that a Mitigated Negative Declaration be adopted for the proposed Active Transportation Plan and related plan amendment.
