City of Fresno Plan Amendment Application No. A-17-016 - Parks Master Plan

Summary:   Plan Amendment Application No. A-17-016, was filed by the City of Fresno, and pertains to the adoption of the Parks Master Plan. Plan Amendment Application No. A-17-016 proposes to amend the text of Chapter 5 of the General Plan, the Parks, Open Space and Schools Element, and POSS-1-a, Parkland Standard, to reflect the proposed Parks Master Plan. A link to the Parks Master Plan available at www.fresno.gov/parksplan. The Parks Master Plan assesses the city-wide parks and open space system and provide strategies and recommendations to fund, maintain, improve, expand, secure, connect, partner, advocate and celebrate Fresno’s parks. The PMP includes recommendations for improvements on existing parks. Although the PMP includes strategies to expand the park system, no specific park sites are proposed as a part of this plan. 

The City of Fresno Airports Department anticipates no adverse impacts to Fresno Yosemite International Airport or Fresno Chandler Executive Airport from the proposed project, as certified by Jarred Garza, Senior Engineering Tech. The General Plan Amendment A-17-016 text changes are indicated in red in the attached document titled "Plan Amendment A-17-016 Text changes to the General Plan". 

Also attached is the Parks Master Plan Area of Applicability Map and the Environmental Assessment A-17-016 for the Commission's review.

Action:  Finding of Consistency on City of Fresno Plan Amendment Application No. A-17-016.

Fresno County Airport Land Use Compatibility Plan Update Status

Summary:  A preliminary in-house version of the Airport Land Use Compatibility Plan Administrative Draft was released to  the Fresno County Airport Land Use Commission staff on November 3, 2017 for review and comment.  Coffman Associates requested that staff review and edit the document prior to releasing the Administrative Draft to the Commission, Project Development Team and Caltrans Aeronautics. 

ALUC staff has also been working on additional needed documentation for the plan, such as:

  • Airport Layout Plans developed for three airports, reviewed, edited, approved and forwarded for signature by  Mendota, Selma and Sierra Sky Park Airports
  • Permission from Caltrans Aeronautics to use FAT's newly updated 5-year Noise Contours with written assumptions for 20-year projections rather than the required 20-year noise contours
  • Centerline corrections for Selma Airport and Harris Ranch Airport
