II.Minutes of November 9, 2017 Meeting of the Measure C Citizen Oversight Committee

Action: Review and approve, or approve with edits, the November 9, 2017 Oversight Committee minutes.

III.Sustainable Aviation Project Presentation

Summary:  This joint venture called the Sustainable Aviation Project (SAP) is an advanced transportation technology project that will recruit, train and place veterans, youth and career seekers from disadvantaged communities into pilot training programs for electric aircraft. The project will establish the world’s first network of electric aircraft charging infrastructure at regional airports and transform the San Joaquin Valley into a center for innovation related to sustainable aviation and advanced electrified aircraft.

SAP is designed to be a model for replication across airports from Bakersfield to Sacramento and beyond. It will align Fresno County with development work for aerial Personal Rapid Transit vehicles being conducted in the Bay Area and Northern California and provide invaluable operational cost data for work being done by NASA at their Langley Research Center in Virginia.

The SAP project received Measure C New Technology Grant Program funding during the last grant cycle. Joseph Oldham, Director for the San Joaquin Valley Clean Transportation Center will make a presentation on the project.

IV.Measure C Extension Fund Leveraging Discussion

SummaryFresno County Transportation Authority Executive Director Mike Leonardo will present an overview of Measure C's current leveraging ratio with respect to state and federal dollars.

V.2017-2018 Measure C COC Local Budget Reports

Summary:   Each fiscal year the Citizen Oversight Committee (COC) asks each local agency receiving Measure C Local Transportation Funds to complete a reporting of how they plan to spend the current year's Measure C Local Program allocations. The request goes out the local agencies via a form the COC instructed staff to update each year.

To date, the following required Local Agency Budget Forms were submitted for COC from local agencies for COC review and approval:

  • City of Clovis-Transit
  • City of Fowler
  • City of Kingsburg
  • City of Orange Cove
  • City of Parlier
  • City of Sanger
  • City of Selma
  • Fresno Council of Governments

Action:  Review, approve and recommend action.

VI.Fiscal Year 2016-2017 Measure C Extension Expenditure Reports

Summary:  

Pursuant to the adopted Fresno County Transportation Authority procedures for administration of Measure C Extension Funds for Local Transportation Pass-Through Projects and Programs, and for Short Term Regional Transportation Program projects, local agencies are required to submit their Measure C Extension Expenditure Report(s) for the fiscal year no later than November 15th of each year. An Expenditure Report Tracking Spreadsheet is attached. To date the following local agencies have submitted the Fiscal Year 2016-2017 Expenditure Reports.

VII.COC Annual Report to the Public

Summary:  A subcommittee of COC members met twice since the November meeting to draft the 2016-2017 Citizen Oversight Committee Annual Report to the Public. A draft of the document will be handed out at the meeting and submittee staff will verbally walk the members through the report.
