Minutes of the April 2, 2018 ALUC

Action:  Review and approve, or approve with edits, the April 2, 2018 Fresno County Airport Land Use Commission minutes.

Fresno County Airport Land Use Commission's Airport Compatibility Plan Update and Initial Study/Negative Declaration -- Presentation, Public Hearing and Workshop

Summary:  A 30-day public review and comment period on the Fresno County Airport Land Use Compatibility Plan (ALUCP) Update and Initial Study/Negative Declaration commenced on July 13, 2018. As part of the required public review process a public hearing will be held during this item at which interested persons may appear and be heard. Public comments are welcomed or may be submitted in writing by 5:00 P.M. on August 13, 2018 to Brenda Veenendaal Administrative Services Manager, (559) 233-4148 / brendav@fresnocog.org, 2035 Tulare Street, Suite 201, Fresno, CA 93721.

The ALUCP provides policies for use by the Fresno County Airport Land Use Commission when evaluating compatibility between proposals for land use development in the vicinity of public use airports in Fresno County, California (Coalinga Municipal, Firebaugh, Fresno-Chandler Executive, Fresno Yosemite International, Harris Ranch, Reedley Municipal, Selma, Sierra Sky Park, and William Robert Johnston Municipal).  Additionally, this plan incorporates the recommendations from the Air Installations Compatible Use Zones (AICUZ) Report for Naval Air Station (NAS), Lemoore, California that apply within Fresno County. The local agencies that have jurisdiction over land uses within the areas covered by this plan include Fresno County and the Cities of Coalinga, Firebaugh, Fresno, Mendota, Reedley, and Selma. The plan is prepared in accordance with the requirements of the California State Aeronautics Act.  

Individuals with disabilities may call Fresno COG (with 3-working-day advance notice) to request auxiliary aids necessary to participate in the public hearing. Translation services are also available (with 3-working-day advanced notice) to participants speaking any language, by available professional translation services.

The 30-day public review and comment period concludes on August 13, 2018. Documents related to these items are available for review during regular office hours at the Fresno Council of Governments Office located at 2035 Tulare Street, Suite 201, in downtown Fresno.  The documents may also be downloaded directly at http://fresnocounty.airportstudy.com/. After considering the comments, the documents will be considered for adoption, by resolution, by the ALUC at a meeting to be held September 10, 2018 or as near as possible thereafter.

A public meeting on the Draft ALUCP Update and environmental documentation will also be held on Monday, August 6th from 5:30-7:00 pm at Fresno Yosemite International Airport, Terminal Conference Room, 5175 E. Clinton Way, Fresno CA. 

Action:  Information Item. Direction may be taken at the discretion of the Commission.
