Affordable Housing and Sustainable Communities Program Round 4 Draft Guidelines (Trai Her-Cole) [INFORMATION]

Summary: The Strategic Growth Council (SGC) has released the Round 4 Draft Affordable Housing and Sustainable Communities (AHSC) Program Guidelines. The program provides funding for affordable housing developments (new construction or renovation) and transportation infrastructure. This may include sustainable transportation infrastructure, such as new transit vehicles, sidewalks, and bike lanes; transportation-related amenities, such as bus shelters, benches, or shade trees; and other programs that encourage residents to walk, bike, and use public transit. The AHSC Program is designed to reduce greenhouse gas (GHG) emissions through projects that engage land-use, housing, transportation, and agricultural land preservation practices to support infill and compact development, and that support related and coordinated public policy objectives.

The draft guidelines are open for public comment and will close at 5 p.m. on September 23, 2018. The accompanying draft revised AHSC Benefits Calculator Tool and AHSC Quantification Methodology, developed by the California Air Resources Board, will be released for public comment in late August 2018.

The final application and notice of funding availability are expected to be released in October of this year, with applications due in February 2019. 

Agencies with potential applications, or those interested in learning more about the program, are encouraged to reach out to Fresno COG staff, who can help connect applicants to technical assistance and other resources.

Land Use Planning Assistance to Reduce Community Wildfire Risks (Trai Her-Cole) [INFORMATION]

Summary: The Community Planning Assistance for Wildfire (CPAW) program works with communities to reduce wildfire risk within the wildland-urban interface through improved land-use planning. Selected communities receive free, customized technical consulting services and training over the course of one year from CPAW’s team of professional land use planners, foresters, risk modelers, and researchers. Specific services may include risk assessments, development of community planning policies and regulations to address wildfire, guidance on wildfire mitigation, and other recommendations to address local wildfire risk to the built environment.

Eligibility: Any community in the U.S. can apply, and eligible jurisdictions include towns, cities, or counties with authority over local land use and zoning decisions. (Unincorporated communities require a county application). Only applications demonstrating support from both the community’s planning and fire departments will be considered.

Applications are due October 5.

Circuit Planner and Circuit Engineer Report (Meg Prince) [INFORMATION]

Summary: Below is an update on each of the active circuit planning and engineering projects. Please note that activities that are completed, considered inactive, on the wait list, or placed on hold by their respective agency, are not included below.

Current planning-related projects include:

  • City of Reedley – Updating the Bicycle Master Plan based on the Regional Active Transportation Plan. A draft plan outline has been developed. Bicycle and pedestrian counts will be taken at key locations throughout the City during the week of September 10.


Current engineering-related projects include:

  • City of San Joaquin – Updating the City’s Average Daily Traffic (ADT) map. Discussing data needs and processes.

Measure C New Technology Recommendations for Funding (Peggy Arnest) [ACTION]

Summary:  Fresno COG released the Measure C 2018 Application for New Technology Funding on April 16, 2018.  Six applications were received asking for a total of $7,291,415 with $6.4 million in funding available.  On August 22, the scoring committee met to interview the applicants and discuss the applications. The following is a list of the applications and the funding recommendations:

Action: Staff requests the TTC/PAC recommend that the Policy Board approve the New Technology scoring committee recommendations for funding and authorize the Fresno COG Executive Director to enter into contracts with the applicants in the amounts recommended.

B.
Caltrans Transportation Planning Grant Program DRAFT Guidelines for Public Review (Trai Her-Cole) [INFORMATION]

Summary: The final draft guidelines for FY 19/20 Caltrans' Transportation Planning Grant Program, which funds the Sustainable Communities and Adaptation Planning grants, are available for public comment.  The State estimates approximate $17.38 million will be available for the Sustainable Communities Competitive Grant, $1.5 million for Strategic Partnerships and $3 million for Transit – Strategic Partnership. Final Grant Application Guides are anticipated for release in early October, and applications will be due in November 2018.

Provided below are the two final draft documents for the Sustainable Communities and Adaptation Planning grants. Additional information can be found at http://www.dot.ca.gov/hq/tpp/grants.html.  The final grant application guidelines are anticipated in early October, with applications due in late November 2018 and a project start date of October 2019.

A couple of key updates being proposed include:

  • Beginning with FY 2019-20, city and county primary/sub-grant applicants are required to have a compliant housing element and submit APRs in order to be eligible for Sustainable Communities grant awards.
  • Up to $2 million in Sustainable Communities grants will be set-aside for technical projects such as data acquisition or travel model updates.

Grant applicants are encouraged to begin considering possible applications based on the final drafts below.

2019 Active Transportation Program Cycle 4 Update (Suzanne Martinez) [INFORMATION]

Summary: Active Transportation Program (ATP) funds are separated into three main components: the statewide competitive program, the small urban and rural area competitive program (to be managed by the state), and the large urbanized area competitive program (managed by the Metropolitan Planning Organizations (MPO) – also known as the Regional Competitive ATP).

The Statewide Call for Projects was open from May 16, 2018, through July 31, 2018.  Applications submitted through the Statewide Call for Projects are currently being reviewed, evaluated and scored.  The California Transportation Commission (CTC) anticipates project recommendations by the end of December 2018 with the adoption of the projects at the January 2019 CTC meeting.  About $439.5 million of funding is available over four years (fiscal year 2019/20 through fiscal year 2022/23) for the CTC to award through the Statewide Competitive Program. 

In order to be eligible for the Regional Competitive ATP, applications must have been submitted to the state competition per state ATP guidelines.  Fresno COG’s regional competitive ATP guidelines and a list of the Multi-disciplinary Advisory Group (MAG) members were approved by the Fresno COG Policy Board on June 28, 2018, and were then forwarded to CTC staff on July 16, 2018, for recommended approval.  The CTC Commissioners unanimously approved Fresno COG’s proposed regional ATP guidelines at the August 15, 2018, CTC meeting. 

Projects not selected for programming in the statewide competition will be considered in the Regional Competitive ATP. Fresno COG’s share of the ATP provides about $4.77 million over four years (fiscal year 2019/20 through fiscal year 2022/23) to our region.  Per the ATP legislation, at least 25% of the program funds must benefit disadvantaged communities.  Per the approved regional competitive ATP guidelines, additional hard copies (for the MAG scoring committee) and a resolution for the submitted projects will be due October 31, 2018.  The MAG scoring committee will convene on January 22, 2019, to score and deliberate on the recommended program of projects.  Regional ATP project recommendations will be presented at the February 2019 TTC/PAC and Policy Board meetings for adoption.
