Summary: Fresno COG staff has developed a set of draft RTP/SCS Scenarios for the 2026 RTP/SCS. Staff will present these scenarios as well as give an update on the Call for Projects for feedback or questions the Roundtable may have. The five draft scenarios presented will provide a range of different priorities to be modeled and evaluated against one another with a recommendation of a preferred scenario to be made this fall by the Roundtable.

 Action: Information only. Direction may be provided at the discretion of the RTP Roundtable.

Summary: Fresno COG staff has developed a set of draft RTP/SCS Performance Indicators for the 2026 RTP/SCS. Staff will present these Performance Indicators for feedback or questions the Roundtable may have. The Performance Indicators will help in the comparison between the scenarios in order to show the quantifiable differences between them and help with the Roundtable’s recommendation of a preferred scenario later this year.

Summary: Fresno COG staff has developed a online survey for members of the public to take that will show how each of the scenarios being developed will align with the values of the survey participants based on the answers provided for the survey. The survey results will inform the Roundtable, COG staff, and other key stakeholders on how survey participants are aligning with the five scenarios that are to be modeled. The survey will be released in May and run until June 30th. The results of the survey will be presented to the Roundtable later this summer.

Summary: Fresno COG staff will give a brief update on the Measure C 2026 development process. The Measure C 2026 Renewal Committee will hold its first meeting on Saturday, April 26th from 10am to 2pm. The Renewal Committee is tasked with developing a draft expenditure plan for the renewal effort, as well as recommend a final expenditure plan for consideration of the county’s jurisdictions, Fresno COG Policy Board, Fresno County Transportation Authority, and the Fresno County Board of Supervisors. The Measure C 2026 Technical Advisory Committee (TAC) will convene its first meeting on Wednesday, May 14th from 2pm to 4pm. The TAC is made up of jurisdictional, transit agency, and Caltrans staff to advise the Renewal Committee on jurisdictional and agency priorities as well as structures of existing programs that utilize local, state, or federal funds.
