Summary: The Action Element is the third major component as required in GC Section 65080 states that RTPs shall have an Action Element. The Action Element of the RTP must describe the programs and actions necessary to implement the RTP, including the SCS, and assigns implementation responsibilities. The action element may describe the transportation projects proposed to be completed during the RTP plan horizon and must consider congestion management activities within the region. All transportation modes (highways, local streets and roads, mass transportation, rail, maritime, bicycle, pedestrian and aviation facilities and services) are addressed. Additionally, the action element should highlight programs, policies, technical assistance, investments, or other actions to support strategies and goals in the plan. The action element is critical to providing clear direction about the roles and responsibilities of the MPO and other agencies to follow through on the RTP’s policies and projects. It consists of short and long-term actions that address regional transportation issues and needs. In addition, the Action Element should also identify investment strategies, alternatives, and project priorities beyond what is already programmed.

The Action Element is divided into two sections. The first section includes a discussion of the preparatory activities such as identification of existing needs, assumptions, and forecasting and potential alternative actions. The second section addresses the data and conclusions. As stated in the 2024 Regional Transportation Plan Guidelines for Metropolitan Planning Organizations, the Action Element should describe the programs and actions necessary to implement the plan and assigns implementation responsibilities. The Policy Element of the RTP would include the goals and objectives, and the Action Element is what would provide the result/s. Fresno COG intends on linking the goals and objectives, with the Policy Element that describes the transportation issues in the region, identifies and quantifies regional needs, and describes the desired short-range and long-range transportation goals, and pragmatic objective and policy statements as part of a joint Policy-Action Element.

Staff will present the draft outline to the RTP Roundtable for feedback and approval.

Action: Staff recommends the Regional Transportation Plan Roundtable committee approve the Action Element Outline.

Summary: Fresno COG staff will present the 2026 RTP/SCS Revenue Forecast to the RTP Roundtable. The revenue forecast is staff’s estimate of reasonably anticipated revenues over the 23-year time horizon of the 2026 RTP/SCS (2026-2049) and it includes revenues from local, state, and federal sources that are either formula distributions or discretionary competitive grant programs. This revenue forecast does include the continuation of local Measure C funds as it has been established as a funding source for several decades. If Measure C is not renewed in 2026 (after the completion of the 2026 RTP/SCS) then future RTP/SCS’s will not include this local revenue stream moving forward.

Summary: Fresno COG staff has developed a online survey for members of the public to take that will show how each of the scenarios being developed will align with the values of the survey participants based on the answers provided for the survey. The survey results will inform the Roundtable, COG staff, and other key stakeholders on how survey participants are aligning with the five scenarios that are to be modeled. The survey will be released on May 28th and run until June 30th. The results of the survey will be presented to the Roundtable later this summer.

Summary: Fresno COG staff will give a brief update on the Measure C 2026 development process. The Measure C 2026 Renewal Committee has held its first two meetings on April 26th and May 8th. At those meetings, the committee discussed the history of Measure C, the structure of the existing measure, transportation sales tax measures throughout California, and transit systems operating in the county. The Renewal Committee is tasked with developing a draft expenditure plan for the renewal effort, as well as recommend a final expenditure plan for consideration of the county’s jurisdictions, Fresno COG Policy Board, Fresno County Transportation Authority, and the Fresno County Board of Supervisors. The next Renewal Committee meeting will take place on June 12th and will discuss Bike and Pedestrian projects and special programs such as senior scrip, the county’s carpool and vanpool programs, and other specialized programs.  The Measure C 2026 Technical Advisory Committee (TAC) held its first meeting on Wednesday, May 14th. The TAC is made up of jurisdictional, transit agency, and Caltrans staff to advise the Renewal Committee on jurisdictional and agency priorities as well as structures of existing programs that utilize local, state, or federal funds.
