II.Minutes of January 9, 2019 Meeting of the Measure C Citizen Oversight Committee

Action: Review and approve, or approve with edits, the January 9, 2019 Measure C Citizen Oversight Committee minutes.

III.Fresno County Rural Transit Agency Presentation

Summary:  The Fresno County Rural Transit Agency (FCRTA) receives Measure C Public Transit Program funding as well as New Technology Program funding. FCRTA staff will provide a presentation on their transit expenditures and New Technology project progress.

Action: Information Item. 

IV.Local Agency Budget Forms (Veenendaal)

Summary:   Each fiscal year the Citizen Oversight Committee (COC) asks each local agency receiving Measure C Local Transportation Pass-Through Funds to complete a reporting of how they expect to spend the current year's Measure C Local Program allocations. The request goes out to local agencies via a form staff updates and emails out each year.

The following required Local Agency Budget Forms were completed and returned for COC review by local agencies since your last meeting:

  • City of Reedley (revised)
  • City of Parlier (though not available for circulation at the time of agenda publication)
In addition, the committee asked for more information regarding the expenses listed on the City of Orange Cove's flexible funding page of their budget form. Staff will provide a verbal explanation and handout the City of Parlier's form.

Action:  Review, approve and recommend action.

V.FY18/19 Draft Annual Report

Summary:  As required in the Measure C Enabling Legislation, Chapter 5, Section 142201, the Authority shall prepare and adopt an annual report each year on progress made to achieve the objective of improving transportation conditions related to priority regional transportation improvements and other local transportation needs.

VIMeasure C Renewal Update

Summary: At the August 7, 2019 FCTA Board meeting the Authority Board authorized staff to proceed with efforts to place the renewal of Measure C on the 2022 ballot. The purpose of this item is to update the committee on renewal effort to date.
