II.Minutes of October 8, 2020 Meeting of the Measure C Citizen Oversight Committee

Action: Review and approve, or approve with edits, the October 8, 2020 Measure C Citizen Oversight Committee minutes.

III.Status Reports - Requested by COC Members (Scott Mozier)

Summary: The City of Fresno's Public Works Director will provide a status report to the Oversight Committee on the following topics:

  • Litter Abatement Program

IV.Local Transportation Pass-Through Projects and Programs Annual Reporting-FY19/20 Expenditure Reports (Denise DiBenedetto)

Summary:  Pursuant to the adopted Fresno County Transportation Authority procedures for administration of Measure C Extension Funds for Local Transportation Pass-Through Projects and Programs, and Short-Term Regional Transportation Program Projects, local agencies are required to submit their Measure C Extension Expenditure Reports(s) for the FY19-20.

VI.Development of the 2019-2020 Report to the Public

Summary:  The Measure C Citizen Oversight Committee formed a subcommittee to develop their 2019-2020 annual report to the public at the last meeting. Subcommittee members include:

  • Jim Hunter
  • Sal Petrucelli
  • Bill Jordan
  • Ron Dressler

The subcommittee met via Zoom to begin formation of the report, and an initial draft was developed. Their timeline is as follows:

VII.Oversight Committee 2020-2021 Local Agency Budget Forms (Brenda Veenendaal)

Summary:   Each fiscal year the Citizen Oversight Committee (COC) asks all local agencies receiving Measure C Local Transportation Pass-Through Funds to complete a reporting of how they expect to spend the current year's Measure C Local Program allocations. The request goes out to local agencies via a form that staff updates and emails out each year.

To date, the following required Local Agency Budget Forms were completed and returned for COC review by local agencies:

  • Fresno County Rural Transit Agency
  • Fresno Council of Governments
  • City of Fresno
  • City of Clovis
  • City of Coalinga

Action:  Review, approve and recommend action.

X.Measure C Extension Environmental Enhancement Program-School Bus Replacement Subprogram Round 6A (Denise DiBenedetto)

Summary: The Measure C Extension created a number of single purpose programs funded with a defined percentage of total revenues to be dedicated to specific activities.  One of these restricted programs is for school bus replacement. 

The percentage of annual revenue identified by the Extension Measure for the SBRP is 2.3%.  The SBRP will replace the oldest school buses in Fresno County that emit toxic fumes and emissions.  The SBRP has two goals; cleaner fueled and safer buses for our school age children. All school buses will be equipped with air conditioning and seat belts providing added comfort and safety benefits. 

In the first five rounds of the School Bus Replacement Program Measure C replaced 99 school buses. If funding is approved for Round 6A this will bring the total amount of school buses replaced in Fresno County by Measure C to 115.

As of May 28, 2020, the Measure C Extension SBRP had available funding in the amount of $4,826,851.62.  The balance is large enough to consider a sixth round of school bus replacements.  Staff contacted Fresno County school districts and requested each district provide a current fleet list to match against the master priority school bus replacement list. Once a bus was determined eligible for replacement staff requested those districts submit a current CHP 292 form confirming the bus was recently inspected and then staff requested the districts then submit a bus quote. As in the past, staff contacted the San Joaquin Valley Air Pollution District to see if they also had a replacement program going on during this time. They did not. One district was able to secure a grant with the California Energy Commission in a total amount of $135,528.17.

The Round 6A list provided includes 16 buses for a total Measure C not-to-exceed commitment of $2,985,802.13, leaving a balance of $1,841,049.49 and any additional revenue accrued since May 2020. There are enough funds remaining that will allow staff to coordinate a second phase of Round 6 (6B) that will be brought to the Board in October or December.
