RTP/SCS Roundtable Meeting Minutes of October 28, 2020 [APPROVE]

SCS Strategies (Seth Scott) [APPROVE]

Summary: The Sustainable Communities Strategy (SCS) will include the implementation of land-use and transportation strategies that aim primarily to reduce greenhouse gas emissions due to travel, and secondarily to give rise to co-benefits that advance equity and sustainability throughout the Fresno County region.

COG staff has compiled a list of applicable strategies from multiple sources, including the Fresno Futures workshops hosted by COG in February, the 2050 California Transportation Plan, and the RTP/SCSs from other MPOs throughout the State.  Over several meetings, the SCS Subcommittee has refined this list down to the attached document, which represents strategies that are appropriate for the Fresno County region and that can be quantifiably modeled within COG's technical capabilities.

The strategies that are chosen will form the basis of how the SCS scenarios will be developed.

Action: Staff recommends that the Roundtable approve the presented strategy list for inclusion in the 2022 RTP/SCS.

Telecommute Survey (Trai Her-Cole) [INFORMATION]

Summary: Fresno COG will be conducting a telecommute survey to assess the rate of telecommuting in Fresno County. The results gathered will help provide some basis for the VMT/GHG reduction quantification of the telecommute strategy which will be applied in the RTP/SCS . Increased telecommuting may lead to reduced VMT and GHG emissions, relieve congestion and help the region meet air quality goals.

Fresno COG will release surveys for Employers and Employees throughout Fresno County from November 18th through December 18th. The survey will be advertised through email blasts, newsletters, social media platforms and posted to the Plan Fresno website. Fresno COG is asking the member agencies, the Roundtable and community partners to share the survey with your contacts. Surveys will be provided in several languages as needed. For any additional questions, please contact Trai Her-Cole at traih@fresnocog.org.

Outreach Results Analysis (Seth Scott) [INFORMATION]

Summary: The transportation needs outreach survey garnered over 1,000 project suggestions from the public.  In this presentation, staff will provide a more detailed summary of these suggestions, including breakdowns by mode and jurisdiction, a highlight of popular and most-requested projects, and other useful metrics.

Action: Information only. The Roundtable may provide direction at its discretion.
