Action Summary of the October 5, 2020, ALUC Meeting (Brenda Veenendaal)

Action:  Review and approve, or approve with edits, the October 5, 2020, Fresno County Airport Land Use Commission Action Summary.

City of Clovis General Plan Finding of Consistency (Brenda Veenendaal)

Summary:  This item is a request for a Finding of Consistency by the Fresno County Airport Land Use Commission for General Plan Amendment GPA2020-003 relating to the City of Clovis 2014 General Plan with the 2018 Fresno County Airport Land Use Compatibility Plan.  This request was received in response to the Fresno County ALUC's adoption of a comprehensive update to the ALUCP in December of 2018. 

The update included adjustment to the interface between the ALUCP and the City’s General Plan. The City of Clovis did not perform a consistency analysis and revise its General Plan to be consistent with the ALUCP within 180 days, nor did it take steps to overrule the ALUCP. Though no formal action on the part of the Fresno County ALUC has occurred to require follow up action on the part of the City, the City has been submitting individual projects to the ALUC for review until a General Plan consistency determination can be made.

The City has since conducted a consistency analysis its General Plan and the ALUCP, provided within the attachments for this agenda item, for consideration by the ALUC. Included with this summary is the Consistency Analysis, the proposed text amendments related to GPA2020-003 to ensure consistency between the Clovis General Plan and the ALUCP, as well as a copy of the October 22, 2020 Planning Commission Staff Report to provide additional background information.

Action:  Finding of Consistency between the City of Clovis' General Plan and the adopted Fresno County Airport Land Use Compatibility Plan.

ALUCP Amendment Initiation (Brenda Veenendaal)

Summary:   During the August 2020 ALUC meeting the Commissioners directed staff to contact each airport to collect a list of any/all issues, concerns or modifications that airports may have regarding the current ALUCP. Staff discussed each item with the ALUC at the meeting. 

The Commissioners agreed that it would be good to begin moving forward on the ALUCP amendment. ALUC directed staff to move forward in communication with the consultant, to develop a contract for approval at their next meening.

In addition, ALUC legal counsel is researching a question asked of her regarding approving a project subject to adoption of the amendment.

Action: Consultant contract approval for ALUCP amendment work.
