II.
Executive Minutes of April 20, 2021 and February 23, 2021 Meetings

SSTAC members are requested to review and approve the minutes from the April 20, 2021 SSTAC meeting.  

The minutes from the February 23, 2021 meeting need to be approved as well.  SSTAC refrained from approving the minutes until it could be confirmed whether or not Matthew Gilliam from Inspiration Transportation was nominated to be the Vice-Chair of the Committee. 

Fresno COG staff listened to the minutes from this meeting and can confirm that Mr. Gilliam was not nominated to be Vice-Chair of the SSTAC.

III.
Re-appointments and updates to SSTAC Membership (Todd Sobrado)[APPROVE]

Summary: Several appointments to the SSTAC have lapsed and need to be re-appointed. These individuals include:

Action:  Staff requests that SSTAC recommend the Fresno COG TTC and PAC approve the re-appointments of interested SSTAC members for another 2-year term.

IV.
FY 2021/22 Unmet Transit Needs Assessment Update


Summary: The Public Hearing for the Fiscal Year 2021-2022 Unmet Transit Needs Assessment took place at the Fresno COG Policy Board meeting held on Thursday, April 29, 2021.  Two public comments were received have been added to the Draft Unmet Transit Needs Assessment for fiscal 2021-22.

In the month of May, Fresno COG staff will be providing an update to the Fresno COG TTC / PAC and Policy Board before going before the same committees the following month for final adoption.

Action: Action: Information.  The Committee may provide additional information at its discretion.

CONSOLIDATED TRANSPORTATION SERVICES AGENCY(CTSA) DOCUMENTS

A.
A. Clovis Consolidated Transportation Services Agency (CTSA) Operations Program and Budget (OPB), FY 2021-22 (Amy Hance)[APPROVAL]


Summary: The Clovis Consolidated Transportation Service Agency’s (CTSA) Operations Program and Budget (OPB) FY 2021-22 for the Clovis Urban area provides an overview of how and in what manner the Clovis Consolidated Transportation Services Agency will provide service over the next fiscal year.  

The proposed adoption is scheduled for Thursday, June 24, 2021 at the Fresno COG Policy Board meeting.  The document is available on the Fresno COG website www.fresnocog.org

Action:  Staff requests that SSTAC approve and forward the City of Clovis CTSA OPB for fiscal year 2021-22 to the Fresno COG Transportation Technical and Policy Advisory Committees.

B.
FCRTA and FAX Urban and Rural CTSA OPB, FY 2021-22 (Todd Sobrado)[APPROVE]


Summary: The Consolidated Transportation Services Agencies’ (CTSA) Operations, Program and Budget (OPB) for fiscal year, 2021-22 provides an overview of how and in what manner the CTSA will be providing service over the next fiscal year.

Action:  Staff requests that SSTAC approve and forward the Fresno County Urban and Rural CTSA OPB for fiscal year 2021-22 to the Fresno COG Transportation Technical and Policy Advisory Committees.

TRANSIT AGENCY SHORT-RANGE TRANSIT PLANS

A.
Draft Fresno County Metropolitan Area Short-Range Transit Plan for 2022 - 2026 (SRTP) (Jeff Long) [APPROVAL]


Summary: The Short-Range Transit Plan (SRTP) for the Fresno Clovis Metro Area (FCMA) has been developed by the Fresno Council of Governments and updated biennially by FAX and Clovis Transit. The SRTP for the FCMA provides a five (5) year action-oriented program to implement the Public Transportation Element of the Regional Transportation Plan (RTP). The SRTP is also consistent with the recently adopted Fresno County Regional Long-Range Transit Plan (LRTP) 2019-2050.

The proposed adoption is scheduled for Thursday, June 24, 2021 at the Fresno COG Policy Board meeting, following a public hearing. The document is available on the Fresno COG website www.fresnocog.org

Action:  Staff requests that SSTAC approve and forward the draft FCMA SRTP for 2022-2026 to the Fresno COG Transportation Technical and Policy Advisory Committees.

B.
FCRTA Short-Range Transit Plan (SRTP) (Moses Stites) [APPROVAL]


Summary: The Short-Range Transit Plan for the Rural Fresno County Area (SRTP) has been developed by the Fresno Council of Governments and updated by FCRTA in cooperation with the cities of Coalinga, Firebaugh, Fowler, Huron, Kerman, Kingsburg, Mendota, Orange Cove, Parlier, Sanger, San Joaquin, Selma and the County of Fresno. The SRTP for rural Fresno County area provides a five (5) year action-oriented program to implement the Public Transportation Element of the Regional Transportation Plan (RTP). The SRTP is also consistent with the recently adopted Fresno County Regional Long-Range Transit Plan (LRTP) 2019-2050.
