RTP/SCS Roundtable Meeting Minutes of April 28, 2021 [APPROVE]

Discussion of Draft Action Element (Jennifer Soliz/Meg Prince) [INFORMATION]

Summary:  The Action Element is a required component of the RTP that describes the programs and actions necessary to implement the RTP goals and policies. It will consist of short and long-term activities that address regional transportation issues and needs and will address all transportation modes. Fresno COG is the responsible agency for all actions but will collaborate closely with our partner agencies to ensure the actions are implemented.

The Draft Action Element Outline has been developed to support the vision, overarching goals, and supporting policies of the approved draft Policy Element. The Draft Action Element has been consolidated and updated to align with the Policy Element. The Action Element and Policy Element will be combined to provide a more cohesive document and will also be consistent with the Financial Element to identify investment strategies, alternatives, and project priorities.

The Draft Action Element is out for review and will be presented to the RTP Roundtable for approval in June 2021. Please send comments to Jennifer Soliz at jsoliz@fresnocog.org by June 4, 2021.

Environmental Justice Indicator and Low Income Threshold (Trai Her-Cole) [APPROVE]

Summary: The RTP Environmental Justice (EJ) Analysis is a required component of the RTP. The EJ Analyisis measures both the benefits and burdens associated with the transportation investment included in the Regional Transportation Plan, and ensures that the environmental justice communities living within Fresno County equitably benefit from the Plan’s investments without bearing a disproportionate share of the burdens.

To determine how EJ communities are defined, the EJ Subcommittee was tasked with setting a low income threshold that is representative of the Fresno County region.  Therefore, the EJ subcommittee has recommended establishing the low income threshold at 150% of the federal poverty level.

in addition, staff presented the results of the Sustainable Communities Strategy (SCS) Strategies and Indicators public outreach to the EJ Subcommittee. The Subcommittee met and has recommended the “Equitable Housing Mix: Number of housing units by type and density in EJ vs non-EJ areas” as the EJ indicator for the SCS scenario analysis.

Action: The subcommittee recommends the RTP Roundtable approve the Equitable Housing Mix as the EJ indicator for SCS scenario analysis and setting the low income threshold at 150% of the federal poverty rate as recommended by the EJ Sub-committee.

Sixth Cycle RHNA Plan Update (Meg Prince) [INFORMATION]

SUMMARY: Staff will provide a brief update on the status of the Sixth Cycle Regional Housing Needs Allocation (RHNA) Plan development.
