Amendment to the Fresno County ALUCP – (Brenda Veenendaal) [DISCUSSION]

Summary: At the direction of this commission, Coffman and Associates has been working with staff on amendments to the Fresno County Airport Land Use Compatibility Plan (ALUCP). Since adoption of the Fresno County Airport Land Use Compatibility Plan in December 2018, staff and the Airport Land Use Commission have identified policies which may require revision or clarification to enhance implementation of the plan. Specifically, guidance regarding vulnerable occupants within Safety Zone 6.

Staff and Coffman Associates note that there is no specific guidance from Caltrans or FAA regarding vulnerable occupants. When the Fresno County ALUCP was initially prepared, each of the zones was based on either the Caltrans Handbook or FAA’s Part 77 Imaginary Surfaces. Based on previous applications, land uses that accommodate vulnerable occupants (day care facilities, for example) have been approved using the current zone designations. 

Therefore, the ALUC agreed to include language in the ALUCP regarding a development condition in safety Zone 6 that reads:

-Proposed uses involving vulnerable occupants11 within 3,000 feet from the side of the runway and 5,000 feet from the end of the runway shall require ALUC review. In addition to the prohibited uses listed within Table 3A, any use involving vulnerable occupants in the area described above is strongly discouraged. 

-11 Vulnerable occupants include children, the elderly, and people with disabilities.

This language within Chapter three of the ALUCP is attached for review on page six of the Ch 3 Draft Changes document. Maps of each airport showing the 3000-5000 foot designated areas are also attached.  Staff and Coffman Associates will introduce this item to the Commission for discussion, revision and approval. 

If amended language and mapping is approved the ALUCP final draft amendment will be released for 30-day public review and comment on November 4, 2021. 

Action: Review, edit and approve all final ALUCP amendment language and mapping.
