Minutes from the April 14, 2022 Meeting

Updates and re-appointments to SSTAC Membership (Todd Sobrado)[APPROVE]

Summary: At the most recent SSTAC meeting held on Thursday, April 14, 2022, staff brought up the need to find replacements for:

-        Sarin Wakamian, representing the disabled community – representing potential transit user who is disabled.

-        Sonia De La Rosa, representing Local Social Service Provider for Seniors (Fresno County)

Sarin was appointed to SSTAC on has not been heard from since, despite a number of attempts to reach out to her. Sonia De La Rosa took on another position with Fresno County and rescinded here appointment on the SSTAC.

Several appointments to the SSTAC have also lapsed and need to be re-appointed.  These individuals include:

-        Victor (Vidal) Medina - (term expires 5/22), representing Local Social Service Provider for Disabled.

-        Amy Hance – (term expires 6/22), representing the Local Consolidated Transportation Agency

-        Chenier Derrick - (term expires 6/22), representing Local Social Service Provider for Disabled.

Action:  Staff requests that SSTAC recommend the Fresno COG TTC and PAC approve the appointments, and re-appointments of interested SSTAC members for another 2-year term.

 

IV.
FY 2022-23 Fresno COG Unmet Transit Needs Assessment Update (Todd Sobrado)[INFORMATION]

Summary: On April 14, 2022, the FY2022-2023 Unmet Transit Needs Assessment was released for public review and comment.  The public hearing was held at the Fresno COG Policy Board on Thursday, April 28, 2022.  After a brief update by staff, no comments or feedback was received.

Fresno COG staff will be providing an update to TTC, and PAC, and the Fresno COG Policy Board on the process, before taking the final Unmet Transit Needs Report before the same committees for final adoption.

The SSTAC may need to be reconvened for a special meeting to approve the final UTN Assessment Report and OPBs on May 31, or June 7, 2022, before they go on to TTC/PAC, and Policy Board for final adoption at the June 30, 2022 meeting.

Action:  Information.  The Committee may provide additional information at its discretion.

Consolidated Transportation Services Agency (CTSA) Documents

A.
Clovis Consolidated Transportation Services Agency (CTSA) Operations Program and Budget (OPB), FY 2022-2023 (Amy Hance)[APPROVAL]

Summary: The Clovis Consolidated Transportation Service Agency’s (CTSA) Operations Program and Budget (OPB) FY 2022-23 for the Clovis Urban area provides an overview of how and in what manner the Clovis Consolidated Transportation Services Agency will provide service over the next fiscal year.  

The proposed adoption is scheduled for Thursday, June 30, 2022, at the Fresno COG Policy Board meeting.  The document is available on the Fresno COG website www.fresnocog.org

Action:  Staff requests that SSTAC approve and forward the City of Clovis CTSA OPB for fiscal year 2022-23 to the Fresno COG Transportation Technical and Policy Advisory Committees.

B.
FCRTA and FAX Urban and Rural CTSA Operations, Program, and Budget (OPB), FY 2022-23 (Todd Sobrado)[APPROVAL]

Summary: The Consolidated Transportation Services Agencies’ (CTSA) Operations, Program and Budget (OPB) for fiscal year, 2021-22 provides an overview of how and in what manner the CTSA will be providing service over the next fiscal year. 

The proposed adoption is scheduled for Thursday, June 30, 2022, at the Fresno COG Policy Board meeting.  The document will soon be available on the Fresno COG website www.fresnocog.org

Action:  Staff requests that SSTAC approve and forward the Fresno County Urban and Rural CTSA OPB for fiscal year 2022-23 to the Fresno COG Transportation Technical and Policy Advisory Committees.

Triennial Performance Audit (Todd Sobrado)[INFORMATION]

Summary: The Transportation Development Act's (TDA) Article 4 requires Fresno COG to conduct a triennial performance audit of its own administration and the three transit operators to which Fresno COG allocates funds: Fresno Area Express (FAX), City of Clovis Public Transit, and Fresno County Rural Transit Agency (FCRTA). Fresno COG also requires a triennial performance audit for the Consolidated Transportation Service Agencies (CTSA) within Fresno County to determine if AB 120's action plan goals are being met. During the audited period, the Fresno County Economic Commission (Fresno EOC) was co-designated with FAX and FCRTA as the CTSA, functioning as a fourth operator. The City of Clovis is the designated CTSA for that community.

The audits are intended to provide an independent, comprehensive review of the recipient’s TDA funds, their management and use.  It also provides an opportunity to review service efficiency and effectiveness, and to assure compliance with State requirements using TDA performance indicators. Final audit reports for all are attached to this item.

Action: This is an informational item with direction to be provided by the Committee.
