II.Action Summary of April 14, 2022 Meeting of the Measure C Citizen Oversight Committee


Action: Review and comment, comment with edits, the April 14, 2022 Measure C Citizen Oversight Committee Action Summary.

III.Measure C Renewal Update (Staff)

Summary:  The Oversight Committee will be informed about the current status of the Measure C Renewal.

Action:  This is an Information Item.

IV.Measure C Citizen Oversight Committee Representation on Measure C New Technology Committee

Summary: On April 8, Fresno COG released a request for proposals (RFP) from eligible public agencies for advanced transit and transportation projects that have the potential for broad benefits to Fresno County residents and will assist the region in meeting its air quality goals. Fresno COG and the Fresno County Transportation Authority (FCTA) are proposing to fund projects of regional significance in the areas of research, development, demonstration, and deployment that will advance public transit and transportation, in line with the Measure C New Technology Program goals.

The Multidisciplinary Advisory Group (New Tech MAG) will support Fresno COG staff by reviewing, evaluating, and recommending new technology project and program applications for funding. While the New Tech MAG will review, evaluate, and recommend project and program applications for funding. The final decisions will rest with Fresno COG's Policy Board and the Fresno County Transportation Authority Board.

To aid in project selection, the Policy Board has approved a formal process to solicit and accept members to sit on a New Tech MAG. For this cycle, nominees are still needed from the following categories:  City of Fresno, City of Clovis, west side cities, County of Fresno, Measure C Citizens Oversight Committee, FCTA, transit, business, education, and two public seats.

The MAG application is available here: https://www.fresnocog.org/measure-c-new-technology-reserve-fund/. Interested members should fill out the application and send it to Braden Duran at bduran@fresnocog.org for Policy Board consideration. Applications are due by June 17.

New Tech proposals will be considered for scoring in August, and MAG members should expect to be available for interviews for each proposal and any additional sessions needed during this month (which may be subject to change). Staff estimates the time commitment at 2-4 hours per proposal received. You will be asked to review the proposals on your own, produce preliminary scores and comments, and then participate in a formal interview with proposal applicants.

Action: Action Item, Staff recommends the Measure C Citizens Oversight Committee nominate one (1) member from the Committee to participate in the New Tech MAG.

V.Measure C Budgets for Fiscal Year 2022 - 23

Summary:  Fresno COG staff will present the proposed Measure C budgets for Fiscal Year 2022 - 23 on behalf of Fresno County Transortation Authority.

Action: This is an Information Item.
