II.Action Summary for June 9, 2022 Measure C Citizen Oversight Committee Meeting

Action: Review and comment, comment with edits, the June 9, 2022 Measure C Citizen Oversight Committee Action Summary.

III.Measure C Extension Fiscal Year 2022-23 Resolution of Allocation [Denise DiBenedetto]

Summary:  At the June 8, 2022, meeting the Fresno County Transportation Authority Board approved Resolution 2022-06. 

California Public Utilities Code Section 142257 provides that the 2006 Measure C Extension Expenditure Plan shall specify the amount and the formula by which the retail transactions and use tax shall be allocated to each participating jurisdiction for Local Transportation Purposes. This is done annually at the budget hearing meeting.

Consistent with adopted policy for administration of the funds, the Authority requested and received the annual estimate of Measure C funds from the Fresno County Auditor-Controller/Treasurer-Tax Collector.

Based upon the annual estimate of total street miles from the California Department of Transportation, the annual estimate of population from the California Department of Finance, and the Measure C allocation formula as dictated by the 2006 Measure C Extension Expenditure Plan, the attached estimate of available funds and the annual apportionments has been calculated and included in Resolution 2022-06.

Action:  This is an Information Item.

IV.Fiscal Year 2022-23 Measure C Extension Local Transportation Resolutions and Certification and Claims [Denise DiBenedetto]

Summary: Pursuant to the adopted Fresno County Transportation Authority procedures for the administration of Measure C Extension Funds for Local Transportation Pass-Through Projects and Programs, the following local agencies have submitted their Resolutions and Certification and Claim(s) for Fiscal Year 2022/23:

  • City of Clovis               
  • City of Orange Cove   
  • City of Firebaugh         
  • City of Parlier                         
  • City of Fowler              
  • City of Reedley
  • City of Kerman            
  • Fresno County Rural Transit Agency             
  • City of Mendota           
  • City of Fresno

This represents 10 agencies for Fiscal Year 2022/23 Measure C Extension Certification and Claims. Claims are due by September 15, 2022, so the remaining agencies Certification and Claim forms can be expected at the next COC Meeting.

V.Measure C Extension Local Agency Audits for Fiscal Years 2018-19, 2019-20, 2020-21 [Denise DiBenedetto]

VI.Measure C COC Local Agency Budget form review (Jake Martinez)

Summary:  Each fiscal year the Citizen Oversight Committee (COC) asks all local agencies receiving Measure C Local Transportation Pass-Through Funds to complete a reporting of how they expect to spend the current year's Measure C Local Program allocations. The request goes out to local agencies via a form that staff updates and emails out each year.

To date, the following required Local Agency Budget Forms were completed and returned for COC review by local agencies:

  • City of Coalinga
  • City of Fowler
  • City of Fresno
  • City of Kerman

Action:  Review, approve and recommend action.
