Summary: The draft documents for the 2022 RTP/SCS were released on April 15 for 55-day public review. During the review period, Fresno COG conducted three in-person workshops/hearings and two virtual workshops. A presentation was also given to the ITE Central California Section. The public comment period was closed on June 10. Fresno COG received comment letters regarding the RTP/SCS draft documents from Caltrans, the California Air Resources Board (CARB) and Fresno Area Express (FAX) as well as verbal comments from Leadership Counsel for Justice and Accountability and Sequoia Riverlands Trust etc. All the comments have been addressed and the changes are reflected in the draft final RTP/SCS documents. The draft final RTP/SCS documents and the comment/response letters are availalbe at: www.planfresno.com.  

The 2022 RTP/SCS is a comprehensive plan that addresses the transportation needs in the Fresno region in the next 20+ years. It is a balanced plan that aims to meet the federal, state and regional goals through integrated land use and transportation strategies. The 2022 SCS meets the greenhouse gas (GHG) emission reduction target of 13% by 2035, and is consistent with the local general plans in the region. The selected SCS scenario is the most sustainable scenario that will bring forth the most benefits in climate resiliency, public health and farmland conservation, and provide equitable investment in the disadvantaged communities. 

Staff will provide a brief presentation on the draft final 2022 RTP/SCS at the Roundtable meeting.

Action: Staff requests that the Roundtable approve the 2022 RTP/SCS.
