SUMMARY:  

Last month, the Committee appointed a new Chairperson to lead for the next two years.  In the process, the re-appointment of the outgoing Chair to another two-year term as a member did not take place.

ACTION: Staff requests that SSTAC recommend that Fresno COG, TTC, PAC, and the Policy Board approve the re-appointment of Moses Stites to serve another two-year term.

Fresno County Coordinated Public Transit – Human Services Transportation Plan Contract Approval (Jeff Long) [DISCUSSION]

SUMMARY:

Last month, the COG Board approved a contract with Moore and Associates (M&A) to produce the Fresno County Coordinated Public Transit – Human Services Transportation Plan.  This plan will examine transit funding, equipment and operational resources, and how those resources can effectively address current and future public transportation needs and gaps, as well as to identify improvement strategies, or public-driven transportation projects and enhancements that may be implemented over time. The plan will replace the previous CPT-HSTP, which was completed in 2008 and updated in 2015.

Federal transit law requires that projects selected for funding under the Enhanced Mobility for Individuals and Individuals with Disabilities (Section 5310) Program be "included in a locally developed, Coordinated Public Transit - Human Services Transportation Plan," and that the plan be "developed and approved through a process that included participation by seniors, individuals with disabilities, representatives of public, private, and nonprofit transportation and human services providers and other members of the public" using transportation services.

M&A is a full-service consultancy that regularly provides service evaluation and planning, market research/data collection, marketing and outreach, and performance audits. M&A has been a consultant on previous Fresno County projects, including the most recent Fresno COG Triennial Performance Audit and the City of Fresno, Department of Transportation/FAX Title VI Plan.

In March, M&A will be conducting a series of public outreach events to solicit input on the plan.  These events will be in the form of stakeholder focus groups, Community workshops and pop-up events.  Events will be scheduled in the Cities of Fresno and Clovis, representing the urban areas as well as multiple locations throughout the rural areas.

SSTAC members will serve as the advisory committee for the development of the plan and the group as a whole will be briefed throughout the development of the plan.

FY2023/24 Unmet Transit Needs Assessment Update (Todd Sobrado) - [DISCUSSION]

SUMMARY:

The FY2023 Unmet Transit Needs (UTN) assessment is currently underway with first public outreach meeting starting on Tuesday, February 14, 2023, in Mendota.  Marketing and outreach for the UTN started in mid-January with the release of the online survey in English and Spanish.  To date, we have received several comments.  The comment period for the online survey is scheduled to close on March, 24, 2023.

Marketing activities promoting the UTN have been ongoing with flyers being sent to agencies and interested stakeholders the last week of January.  The UTN is also being publicized in newsletters from both FAX, and Fresno COG.  Additionally, UTN meetings are being publicized through social media channels for FAX, Fresno COG, and Clovis.
