Update on the FY2023-2024 Unmet Transit Needs Assessment (Todd Sobrado)[DISCUSSION]

SUMMARY:  

FCOG and the transit agencies have completed the  public outreach for the FY 2023 UTNA.  The Public Hearing is scheduled for 5:30PM on April 27, 2023 at the Fresno COG Policy Board Meeting.

The Unmet Transit Needs online survey is available in both English and Spanish, comments will be due no later than Friday, March 24, 2023 at 5:30 PM PST. 

The transit agencies (fixed-route and paratransit), including Fresno Area Express (FAX), Clovis Transit, Fresno County Rural Transit Agency (FCRTA), and the social service agency Fresno Economic Opportunities Commission (FEOC) are reviewing comments and will continue to do so until the deadline date. 

 Comments received to date include:

  • More service from Clovis Transit, including weekend service.
  • More late night and weekend service from FAX.
  • More transit options needed in rural areas.
  • FAX, transit service is needed in newer developments.
  • More service options between urban and rural areas.
  • Need more transportation options in the urban areas.

Staff will present the draft Report, including all comments received, and responses from transit agencies to SSTAC in a special meeting scheduled for Tuesday, May 2, 2023. The UTN Report will go to TTC/PAC and to the Policy Board in June.

Fresno County Coordinated Public Transit – Human Services Transportation Plan Contract Approval (Jeff Long) [DISCUSSION]

SUMMARY:

Moore and Associates, the consultant selected for the CPT-HSTP is presenting the status update and the next steps for the project.  This will include all of scheduled outreach in both the urban and rural areas.

As stated previously, federal transit law requires that projects selected for funding under the Enhanced Mobility for Individuals and Individuals with Disabilities (Section 5310) Program be "included in a locally developed, Coordinated Public Transit - Human Services Transportation Plan," and that the plan be "developed and approved through a process that included participation by seniors, individuals with disabilities, representatives of public, private, and nonprofit transportation and human services providers and other members of the public" using transportation services.

SSTAC members will serve as the advisory committee for the development of the plan and the group as a whole will be briefed throughout the development of the plan.
