II.Action Summary for March 9, 2023 Measure C Citizen Oversight Committee Meeting [Jake Martinez]

Action: Review and comment, comment with edits, the March 9, 2023 Measure C Citizen Oversight Committee Action Summary.

III.Presentation on the Fresno City College West Satellite Training Campus [Denise DiBenedetto]

Dr. Becky Barabe, Dean of Applied Technology and Marty Kamimota, Instructor/Coordinator will provide an update on the New Technology Reserve Program project. 

IV.Local Transportation Pass-Through Projects and Programs and Short-Term Regional Transportation Program Annual Reporting Requirements and Submittals for Measure C Extension Fiscal Year 2021-22 Funds [Denise DiBenedetto]

Pursuant to the adopted Fresno County Transportation Authority procedures for administration of Measure C Extension Funds for Local Transportation Pass-Through Projects and Programs, and Short-Term Regional Transportation Program projects, local agencies are required to submit their Measure C Extension Expenditure Report(s) for the fiscal year 2021-22: The following are being brought back at the request of the Committee.

  • City of Sanger

V.Golden State Corridor Project Update [Denise DiBenedetto]

Summary: The Golden State Corridor improvement project will ultimately improve the 14.1-mile corridor of Golden State Boulevard through the spheres of influence of the cities of Fowler, Selma, Kingsburg, and the unincorporated areas of the county. In the interest of continuity for the length of the project, the participating agencies have agreed to have Fresno Council of Governments (Fresno COG) facilitate the design phase of the project and the County of Fresno oversee the construction phase.

The County will provide the necessary Project Construction, Construction Management and related preliminary activities. The Construction Phase of the Project is not to exceed the amount of $47,252,000.  The estimated construction and construction related cost is $54,524,000 with $7,272,000 being funded by the Local Partnership Program which leaves $47,252,000 to be funded by Measure C.

Due to new additions and modifications requested by Union Pacific Rail Road & the California Public Utilities Commission (CPUC) and related negotiations, UPRR and CPUC approval of the Phase Two’s PS&E and General Order has been delayed until an understanding is reached on the funding constraint of the project vs. UPRR demands.

Phase One of this project is under construction (construction started on February 21, 2023). As of late March, the project is approximately 2% complete. The prolonged inclement weather has impacted the progress of the project. 

VI.Measure C COC Local Agency Budget form review [Jake Martinez]

Summary:  Each fiscal year the Citizen Oversight Committee (COC) asks all local agencies receiving Measure C Local Transportation Pass-Through Funds to complete a reporting of how they expect to spend the current year's Measure C Local Program allocations. The request goes out to local agencies via a form that staff updates and emails out each year.

To date, the following required Local Agency Budget Forms were completed and returned for COC review by local agencies

Action:  Review, approve and recommend action.
