Reappointments to SSTAC Membership (Harold Sobrado)[ACTION]

Summary: Some appointments are lapsing and need to be re-appointed.  These people include:

Thomas Dulin, Representatives from the Local Consolidated Transportation Agency, Fresno/Fresno County
Darlene Christiansen, Representatives from the Local Consolidated Transportation Agency, Clovis/Fresno County

Action:  Staff recommends that SSTAC recommend the Fresno COG TTC and PAC approve the re-appointments of interested SSTAC members for another 2-year term.

Fresno COG Consolidated Transportation Services Agencies (CTSA) Operations, Program, and Budget (OPB), FY2023-2024

A.
Clovis CTSA OPB, FY2023-2024 (Amy Hance) [ACTION]

Summary: The Clovis Consolidated Transportation Services Agency’s (CTSA) Operations Program and Budget (OPB) for FY 2023-2024 for the Clovis Urban area provides an overview of how and in what manner the Clovis Consolidated Transportation Services Agency will provide service over the next fiscal year.  The proposed adoption is scheduled for Thursday, June 29, 2023, at the Fresno COG Policy Board meeting.

Action: Staff requests that SSTAC approve and forward the City of Clovis CTSA OPB for fiscal year 2023-24 to the Fresno COG Transportation Technical and Policy Advisory Committees, in addition to the Fresno COG Policy Board.

B.
FAX and FCRTA Urban and Rural CTSA OPB, FY2023-2024 (Janelle Del Campo) [ACTION]

Summary:  The Consolidated Transportation Services Agencies’ (CTSA) Operations, Program, and Budget (OPB) for fiscal year, 2023-2024 provides an overview of how and in what manner the CTSA will be providing services over the next fiscal year.  The proposed adoption is scheduled for Thursday, June 29, 2023, at the Fresno COG Policy Board meeting.

Action:  Staff requests that SSTAC approve and forward the Fresno County Urban and Rural CTSA OPB for fiscal year 2023-2024 to the Fresno COG Transportation Technical and Policy Advisory Committees, in addition to the Fresno COG Policy Board.

Transit Agency Short-Range Transit Plans (SRTPs)

A.
Draft Fresno County Metropolitan Area Short-Range Transit Plan for 2024-2028 (SRTP) (Jeff Long) [ACTION]

Summary:  The Short-Range Transit Plan (SRTP) for the Fresno Clovis Metropolitan Area (FCMA) has been developed by the Fresno Council of Governments and updated biannually by FAX and Clovis Transit.  The SRTP for the FCMA provides a five (5) year action-oriented program to implement the Public Transportation Element of the Regional Transportation Plan (RTP).  The SRTP is also consistent with the Fresno County Regional Long-Range Transit Plan (LRTP) 2019-2050.

The proposed adoption is scheduled for Thursday, June 29, 2023, at the Fresno COG Policy Board meeting.  The document is available on the Fresno COG website at

Action:  Staff requests that SSTAC approve and forward the draft FCMA SRTP for 2024-2028 to the Fresno COG Policy Advisory and Transportation Technical Committees.

B.
FCRTA Short-Range Transit Plan (SRTP) (Janelle Del Campo) [ACTION]

Summary: The Short-Range Transit Plan for the Rural Fresno County Area (SRTP) has been developed by the Fresno Council of Governments and updated by FCRTA in cooperation with the cities of Coalinga, Firebaugh, Fowler, Huron, Kerman, Kingsburg, Mendota, Orange Cove, Parlier, Sanger, San Joaquin, Selma, and the County of Fresno.  The SRTP for the rural Fresno County area provides a five (5) year action-oriented program to implement the Public Transportation Element of the Regional Transportation Plan (RTP).  The SRTP is also consistent with the Fresno County Regional Long-Range Transit Plan (LRTP) 2019-2050

The proposed adoption is scheduled for Thursday, June 29, 2023, at the Fresno COG Policy Board meeting.  

Action:  Staff requests that SSTAC approve and forward the FCRTA SRTP for 2024 through 2028 to the Fresno COG Transportation Technical and Policy Advisory Committees.

VI.
Update on the Draft FY2023-2023 Unmet Transit Needs Report (Harold Sobrado) [DISCUSSION]

Summary: On April 26, 2023, the FY2023-2024 draft Unmet Transit Needs Assessment was released for public review and comment.  At the last SSTAC meeting on Tuesday, May 2, 2023, the Committee approved releasing the draft report for 30-day public review and comment.

On May 12, 2023, Fresno COG provided an update to TTC, and PAC, and the Fresno COG Policy Board on the process, before taking the final Unmet Transit Needs Report before the same committees for final adoption.

The SSTAC may need to be reconvened for a special meeting to approve the final UTN Assessment Report and OPBs on May 31, or June 7, 2022, before they go on to TTC/PAC, and Policy Board for final adoption at the June 30, 2022 meeting.

Action:  Information.  The Committee may provide additional information at its discretion.

VII.
FCOG Response to the Comments Received from Leadership Counsel regarding the Unmet Transit Needs Assessment for FY2023-2024 (Harold Sobrado) [DISCUSSION]

Summary:  Fresno COG is completing another cycle of the Unmet Transit Needs process.  On April 24, 2023, Fresno COG received a comment letter from Leadership Counsel regarding the FY 2023-2024 Unmet Transit Needs Assessment.  Fresno COG has prepared a formal response to comments received from Leadership Counsel, that, like the letter itself, has been added to the FY 2023-2024 Unmet Transit Needs Report.  The response letter is included for your reference.

Action:  Information.  The Committee may provide additional information at its discretion.
