Summary: The Environmental Justice (EJ) Analysis is an important element of the Fresno Council of Governments' (Fresno COG) Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS). The RTP/SCS is a 20-year comprehensive plan for the transportation network of Fresno County. The EJ Analysis includes identifying the threshold for environmental justice populations in the county, identifying performance measures, and informing on the impacts of an RTP/SCS scenario.

Staff will provide a summary of the purpose of the EJ analysis and the role of the EJ subcomittee in relation to the analysis and the RTP/SCS.

Summary: Staff will provide a summary of the federal and state requirements for the EJ Analysis, including federal requirements related to Title VI and environmental justice, state requirements for civil rights protections and environmental justice, and related legislation.

Introducing Equity Priority Communities vs. Disadvantaged Communities (Shichen Fan) [INFORMATION]

Summary: Staff will provide a presentation on the proposed environmental justice populations for the EJ Analysis: equity priority communities and disadvantaged communities. This will include definitions, criteria for thresholds, and role in the EJ Analysis.
