Action: Review and comment, comment with edits, and vote to accept the June 3, 2026, Measure C Citizen Oversight Committee minutes.

Summary: The “Measure C Citizens Oversight Committee” will elect one (1) representative and one (1) proxy to serve on the “Measure C New Technology Reserve Grant Program” scoring committee.

Fresno COG is seeking proposals from eligible public agencies for advanced transit and transportation projects that have the potential for broad benefits to Fresno County residents and will assist the region in meeting its air quality goals. Fresno COG and the Fresno County Transportation Authority (FCTA) are proposing to fund projects of regional significance in the areas of research, development, demonstration, and deployment that will advance public transit and transportation. This cycle of the Measure “C” New Technology Reserve Program will make approximately $7,625,000 available for eligible new technology projects/programs.

The “Measure C New Technology Reserve Program” is designed to fund and support innovative transportation technologies in Fresno County. This program provides resources for projects that use advanced technology. The aim is to boost transportation, increase safety, and support sustainability. The program helps Fresno County to stay at the forefront of transportation upgrades. This will help make travel easier and better for the environment.

The Measure C Citizens Oversight Committee is provided one (1) seat to score the received proposals with the committee. The scoring session is schedule for the week of August 17th.

Action: Elect one (1) primary member and one (1) proxy member to represent the “Measure C Citizens Oversight Committee” during the “Measure C New Technology Program” proposal scoring.

Summary: Price Paige & Company Certified Public Accountants was retained by the Authority to perform the audit of finances on all local agencies receiving Measure C Extension revenue as required in the 2006 Measure C Extension Expenditure Plan. The firm has recently completed the audit of finances and submitted the final report for fiscal year ending June 30, 20241  for the agencies listed below:

  • FY/24 Fresno FAX
  • FY/25 City of Reedley
  • FY/25 FCRTA

In summary the firm stated that overall, local agencies continue to adhere to the record keeping and reporting requirements, as well as proper expenditure of Measure C funds in accordance with provisions of the Measure C Transportation Sales Tax Extension. The remaining FY23, FY24 and FY25 agencies are all in process of their audits and are expected to be presented to the Committee at they are completed.
