Summary: On September 18th, staff presented the proposed definition and criteria for defining environmental justice communities to the Environmental Justice Subcommittee, which will be utilized in the Environmental Justice Analysis of the 2026 Regional Transportation Plan/Sustainable Communities Strategy.

Staff proposed two definitions: Equity Priority Communities and Disadvantaged Communities (SB 535). Equity Priority Communities proposes utilizing the metrics: percent of non-while and/or Hispanic resident population, percent of households with income <200% Federal Poverty Level, percent of Limited English-speaking households, and percent of households paying more than 30% of their income towards housing costs. The Disadvantaged Communities proposes utilizing the SB 535 Disadvantaged communities map, which includes environmental, health, pollution, and socioeconomic indicators. Both definitions will be defined as Environmental Justice Communities. Following the review period by the EJ Subcommittee between July and August, staff recommends approval for the definitions.

Action: Staff and the Environmental Justice Subcommittee recommends the Regional Transportation Plan Roundtable approve the Equity Priority Communities and Disadvantaged Communities definition for the 2026 RTP/SCS.

Summary: Fresno COG relies on various models to perform analysis in the RTP/SCS, most notably the Fresno Activity-Based Model (ABM). Staff felt a primer on the concepts, functionality, and scope of the Fresno ABM would be helpful to aid the Roundtable in understanding the technical work related to the development of the 2026 RTP/SCS.

Summary: Staff will give a brief presentation on the status of the RTP Transportation Project Suggestions Survey, which was released on September 16, 2024, and will be available through October 31,2024.

To submit transportation project suggestions and weigh in on key issues our region is facing like providing more transportation options and continuing to provide transportation access during difficult natural disasters such as wildfire, flooding, and landslides take the survey one of the following ways:
