Summary: Fresno COG Staff will present a set of draft RTP/SCS Scenarios for the 2026 RTP/SCS, along with an update on the Call for Projects, for feedback or questions the Roundtable may have. The five draft scenarios presented will provide a range of different priorities to be modeled and evaluated against one another with a recommendation of a preferred scenario to be made this fall by the Roundtable.

All submitted projects has been scored, and staff have developed the draft financially constrained projects lists for each scenario. These summaries and detailed lists have been shared with the SCS Subcommittee and will now be presented to the Roundtable for feedback and questions.

Additionally, staff has updated the online dashboard and map where users can view the locations, descriptions, and other details of the projects submitted for analysis in the 2026 RTP/SCS.  Projects can be filtered and viewed by mode, jurisdiction, and individual projects can be selected to view details such as project limits/description, estimated cost, open to traffic date, etc.

Based on feedback from the SCS subcommittee, new features have been added to the dashboard, including:

  • a Scenarios Selector to display the locations and summaries of draft financially constrained projects for each proposed scenario.
  • Layer Toggles to enhance the viewing of Equity Priority Communities and Disadvantaged Communities on the map.

SCS Subcommittee convened on May 22, 2025 approved the list of performance indicators to be used for 2026 RTP/SCS. The list contains a total of twelve indicators. While ten indicators were carried over from the previous RTP/SCS with some minor modifications, two are newly added for this RTP/SCS. Out of two new added indicators, the first is “Financial Investment in Disadvantaged Communities” recommended by EJ subcommittee and the second is “Protecting the Critical Habitat and Wetland” recommended by SCS Subcommittee.

Staff recommends the Regional Transportation Plan Roundtable committee approve the list of twelve performance indicators for 2026 RTP/SCS.
