Action: Approve the March 11, 2026 Regional Transportation Plan and Sustainable Communities Strategy Roundtable minutes.

On June 23, 2026, Fresno COG released the 2026 Draft Regional Transportation Plan (RTP)/Sustainable Communities Strategy (SCS) for a 55-day public review period ending on August 17, 2026. This represents a key milestone in the multi-year development of Fresno COG’s 2026 RTP/SCS which began in June 2024. Over the next several weeks, Fresno COG will release additional draft documents for public review as part of our federal and state requirements for transportation plan development in our region.

The 2026 Draft Environmental Impact Report (EIR) will be released on July 2, 2026 for a 45-day public review period ending on August 17, 2026. The EIR is a required environmental review document for the RTP/SCS, and will inform residents of the region and decision makers on the impacts from implementing the RTP/SCS. As a program level EIR, the EIR looks at the potential environmental impacts of the plan as a whole and requires that individual projects comply with the California Environmental Quality Act (CEQA). The EIR will enable funding eligibility, regulatory compliance, and streamlining of future projects, while also maintaining public transparency.

The 2027 Draft Federal Transportation Improvement Program (FTIP) will be released on July 17, 2026 for a 30-day public review period ending on August 17, 2026. Fresno COG is Federally-mandated to prepare and maintain this four-year program of projects, which includes a listing of all transportation related projects requiring federal funding or other approvals by Federal transportation agencies. The FTIP also lists non-Federal, regionally significant projects for information and air quality modeling purposes. All projects included in the FTIP are consistent with Fresno COG’s RTP and are part of the region’s overall strategy for providing mobility, congestion relief, and reduced transportation-related air pollution to help attain Federal air quality standards for the region. The corresponding Draft Air Quality Conformity Analysis, which is released with the Draft FTIP, demonstrates through computer modeling that these projects will help improve air quality for specified pollutants.

Once the public review periods have closed on August 17, staff will review the comments received for any changes for the final versions of the RTP/SCS, EIR, and FTIP and prepare the final documentation for approval at the Fresno COG Policy Board’s September 24, 2026 meeting.

The Draft 2026 RTP/SCS includes an updated Equity Analysis evaluating transportation accessibility, investment distribution, safety, active transportation, housing, and environmental indicators within Equity Priority Communities (EPCs), Disadvantaged Communities (DACs), and the region overall.

Staff will provide a summary of the major findings from the analysis and highlight key results from the Preferred RTP/SCS Scenario. This presentation is intended to keep Roundtable members informed of the completed analysis and provide an opportunity for discussion during the RTP public review period. A more detailed review of the Equity Analysis may be provided to the Environmental Justice Subcommittee at a future meeting.
