This portion of the meeting is reserved for persons wishing to address the SSTAC on the items within its jurisdiction but not on this agenda.  Note: Prior to action by SSTAC on any items on this agenda, the public may comment on that item.

Summary: Fresno Council of Governments (FCOG) is completing the FY2026-27 Unmet Transit Needs process.  With the online survey open since late January and six public meetings completed, the public outreach process concludes with the public hearing scheduled for Thursday, April 30, 2026, at the FCOG Policy Board meeting.To date, 73 comments have been received.

Participating transit agencies, specifically, Fresno Area Express (FAX), Clovis Transit, Fresno County Rural Transit Agency (FCRTA), and their respective paratransit service review the comments received, provide feedback, and render to a determination as to whether a comment meets the definition of an unmet transit need.  None of the comments received applied to Fresno Economic Opportunities Commission (FEOC) through the Consolidated Transportation Services Agency (CTSA).

In addition to FCOG Resolution 90-15 defining an unmet transit need, attached is the matrix of comments received containing:

  • the comments received,
  • the responsible party,
  • the transit agency’s response,
  • the proposed determination of unmet transit need,
  • if an unmet transit need, whether or not it is reasonable, or unreasonable to meet,
  • and if it has been identified in prior UTN assessments.

Of the 73 comments received to date, none have been found to meet the definition of an unmet transit need.

The final comments along with the FCOG FY2026-27 Unmet Transit Needs Assessment draft report will be brought before the SSTAC in the May 2026 meeting for authorization to forward the final plan to the Fresno COG Policy Board for adoption in the June, 2026 meeting cycle.

Action: Information. The Committee may provide additional direction at its discretion.
