The Fresno COG offices and restrooms are ADA accessible. The Fresno COG Policy Board meeting will take place in person at the Fresno COG Sequoia Conference Room. The meetings are accessible to the public in person and are available via Zoom webinar. Comments will be accepted via webinar. 

Policy Board Members representing the cities of Fowler, Huron and Mendota will be attending remotely for just cause under Government Code section 54953.8.3, subdivision (c)(4) as they represent that they are traveling on the official business of another local agency.

The meeting will be held prior to the Fresno COG Policy Board Meeting.

The Fresno COG Policy Board will consider all items on the agenda. The meeting is scheduled to begin at 5:30 p.m.

All items on the consent agenda are considered to be routine and non-controversial by COG staff and will be approved by one motion if no member of the Committee or public wishes to comment or ask questions. If comment or discussion is desired by anyone, the item will be removed from the consent agenda and will be considered in the listed sequence with an opportunity for any member of the public to address the Committee concerning the item before action is taken.

Action:  Approve the December 18, 2025 Policy Board minutes.

 

Summary:  At its December 18 meeting, the Fresno COG Policy Board adopted Resolution 25-52, approving the 2026 Measure C Implementing Guidelines and Expenditure Plan. In the same motion, the Policy Board instructed staff to seek approval for the Expenditure Plan by resolution from the Fresno County Board of Supervisors, as well as from each of the 15 incorporated cities.

The motion directed staff to initially approach County of Fresno officials to place a resolution of support on the Board of Supervisors’ January 6, 2026 agenda.  On December 19, the County advised Fresno COG staff that it would not agendize the resolution until it was presented to the other COG members for action.

Given prior statements by County Supervisors who have been involved in developing the Expenditure Plan at Fresno COG and the Fresno County Transportation Authority, as well as the recent decision declining Fresno COG’s request to place the Expenditure Plan and Implementation Plan on the agenda, Fresno COG leadership is concerned that the Board of Supervisors will be disinclined to approve the Measure in its current form. Consequently, staff is seeking further direction from the Board regarding future activity.

Under California Public Utilities Code Division 15 (Sections 142000–142277) Fresno COG has until late July 2026 to secure resolutions supporting the Expenditure Plan from the Board of Supervisors and a majority of the incorporated cities in Fresno County representing a majority of the population.  If approved, the Plan along with the Implementation Guidelines, shall be presented to the Fresno County Transportation Authority for approval and then placed on the ballot by the Board of Supervisors..

While the state statute does not require jurisdictions to approval the Expenditure Plan in any particular order, should either the Board of Supervisors or a majority of the incorporated cities in Fresno County representing a majority of the population fail to approve it, the sales tax measure cannot be place on the ballot.

Action: Discussion and action to be determined.  Staff is seeking direction from the Policy Board on next steps.
