Action:  Review and approve, or approve with edits, the April 6, 2026, Fresno County Airport Land Use Commission Action Summary.

Summary:  The following documents were filed by Melanie Poh of Harbour & Associates, on behalf of Rachel Reyes of Wilson Homes, Inc., pertaining to property and a proposed development project located at the northwest corner of East Floradora and South Armstrong Avenues in Fresno, CA.

A Vesting Tentative Tract Map No. 6309 was filed pertaining to approximately 21.41 acres of property. The applicant requests to subdivide the subject properties into a 202-lot single unit residential. The subject properties are planned for Employment – Business Park.

Annexation Application No. P25-01678 was filed pertaining to approximately 58.05 acres of property located on the north side of East Floradora Avenue between North Armstrong and North Fowler Avenues, and the east side of North Fowler Avenue between East Floradora and East Olive Avenues. The applicant is requesting authorization to annex the properties (310-082-01, 02, 03, 04, 05, 06, 07, 08, 09, 10, 11, 12, 13, & 14) from Fresno County into the City of Fresno, and detach from the Kings River Conservation District and Fresno County Fire Protection District.

Planned Development Permit Application No. P25-01681 was filed pertaining to approximately 17.21 acres of property. The applicant requests authorization to modify the RS-5 zone district development standards to allow for a reduction in garage, front yard, and rear yard setbacks, and a reduction in minimum lot size and depth.

Plan Amendment-Pre-zone Application No. P25-01682 was filed pertaining to approximately 21.41 acres of property. The applicant requests authorization to change the planned land use and corresponding pre-zoning of an approximately 17.21-acre portion of the subdivision to Medium Density Residential and RS-5 zoning, with the remaining 4.20-acre portion to remain Employment – Business Park and pre-zone to BP.

Safety Zones:  The project is located within Safety Zone 6, the Traffic Pattern Zone (TPZ) of Fresno Yosemite International Airport. Their are no restrictions to residential intensity within this zone and structure height does not appear to be an issue, although developers proposing structures that could penetrate 14 CFR Part 77 surfaces must file Form 7460 with the FAA to determine if 7460 review is required. If so, you must file with the FAA at least 45 days prior to construction. FAA’s Notice Criteria Tool will assist in applying Part 77 Notice Criteria.

Prohibited uses within Zone 6 include hazards to flight such as physical, visual, or electronic interference with aircraft operations, and land uses that may attract wildlife, including those identified in FAA Advisory Circular 150/5200-33B. An airport disclosure notice will be required for future development.

Noise Contours:  The project site is located outside of all airport noise contours.

Action:  ALUC staff recommends the Fresno County Airport Land Use Commission approve a Finding of Consistency for the City of Fresno’s P25-01427 (T-6309), P25-01678(Annexation), P25-01681(Planned Development), P25-01682(Plan Amendment/Rezone).

Summary:  The City of Fresno, Planning and Development Department proposes Development Code Text Amendment No. P26-03017 to establish the Southeast Development Area (SEDA) Districts within the Fresno Municipal Code to establish development standards pertaining to the Southeast Development Area. The proposed Text Amendment will establish new zones and development standards for the following land uses proposed as part of the SEDA Specific Plan: Rural Cluster Residential (RCR), Rural Residential (RR), Neighborhood Residential (NR), Mixed Residential (MR), Neighborhood Town Center (NTC), Community Town Center (CTC), Regional Town Center (RTC), SEDA Office Center (SOC), Flexible Research and Development (FRD) and SEDA Institutional (SI).

The SEDA Plan Area is generally bounded on the north by the Gould Canal, on the east by McCall and Highland Avenues, on the south by Jensen and North Avenues, and on the west by Locan, Temperance and Minnewawa Avenues. (See attached map)

Safety Zones:  The project is located within Safety Zones 6 and 7 of Fresno Yosemite International Airport.

Zone 6 – Traffic Pattern Zone carries no restrictions to residential intensity, but maximum non-residential intensity is 300 persons per acre. Prohibited uses include outdoor stadiums and similar high-intensity uses, as well as hazards to flight such as physical, visual, or electronic interference with aircraft operations, and land uses that may attract wildlife.

Zone 7 – PA Zone carries no restrictions to residential or non-residential intensity. The only prohibited use within this zone is hazards to flight.

Noise Contours:  The project site is located outside of all airport noise contours.

No development is currently proposed with this Text Amendment. However, future development within the TPZ will be subject to applicable ALUCP safety, height, and airspace protection requirements, including the requirement for an Airport Disclosure Notice.

Action:  ALUC staff recommends the Fresno County Airport Land Use Commission approve a Finding of Consistency for the City of Fresno’s Text Amendment Application No. P26-03017.

Summary:  The City of Fresno, Planning and Development Department (Applicant) proposes Development Code Text Amendment No. P26-02359 to amend the Citywide Development Code to comply with the 2023-2031 6th Cycle Housing Element. Proposed edits include amendments to residential and mixed-use development and façade design standards to ensure all standards are objective, compliance with state law in the following topic areas: Density Bonus, Parking, Emergency Shelters, Low-Barrier Navigation Centers, Residential Care Facilities, Single Room Occupancy Units, Supportive Housing, and standards to encourage missing middle and multi-unit housing types in single-unit zones within ¼ mile of a transit stop.

No development is currently proposed with this Text Amendment. However, future development within the TPZ will be subject to applicable ALUCP safety, height, and airspace protection requirements, including the requirement for an Airport Disclosure Notice.

Action:  ALUC staff recommends the Fresno County Airport Land Use Commission approve a Finding of Consistency for the City of Fresno’s Development Code Text Amendment Application No. P26-02359

Summary:  The City of Fresno is requesting to amend Section 15-1302 of the Fresno Municipal Code (see attached) to permit single-unit dwellings (attached and detached) and duplexes on vacant or underutilized parcels in the O(Office) District. Proposed residential subdivisions will be subject to discretionary Tentative Parcel Map (Four or Fewer Parcels) or Tentative Tract Map (Five or More Parcels) review and approval. Proposed projects shall comply with the Density Standards for the RM-1 District (12-16 dwelling units per acre) and the Development Standards for the RS-5 District (including max height, 35’).

This action is referred to the ALUC for mandatory review under the provisions of
the State of California Public Utilities Code. This text amendment requires a
finding of consistency because there are several vacant office-zoned sites within
Airport Influence Areas. (See attached map) Projects within safety zones shall be required to comply with the applicable maximum residential density standards and criteria/conditions in the ALUCP Safety Zone Criteria Matrix.

No development is currently proposed with this Text Amendment. No development is currently proposed with this Text Amendment. However, future development within the TPZ will be subject to applicable ALUCP safety, height, and airspace protection requirements, including the requirement for an Airport Disclosure Notice.

Action:  ALUC staff recommends the Fresno County Airport Land Use Commission approve a Finding of Consistency for the City of Fresno’s Municipal Code Text Amendment P26-02730.
