Public Hearing: Fresno Chander Executive Airport's Airport Influence Area Change – (Brenda Thomas) [Receive Comments]

Summary:   The updated Fresno-Chandler Executive Airport Master Plan was approved by the FAA in May 2023. Due to changes in the Fresno-Chandler Airport Layout Plan resulting from the updated master plan approval, exhibits in Appendix C of the Fresno County Airport Land Use Compatibility Plan (ALUCP) require updating. This triggered a need for Amendment #2 to the ALUCP. View the updated ALP at this link.

The Fresno County Airport Land Use Compatibility Plan (ALUCP) is a state mandated plan to promote land use compatibility in the area surrounding Fresno County’s nine public-use airports, including Fresno-Chandler Airport. The geographic scope for each of the airports of the Fresno County Airport Land Use Compatibility Plan is referred to as the Airport Influence Area (AIA). Within the AIA, local land use agencies are required to submit proposed general plan amendments, specific plans, and zoning ordinances and amendments to the Fresno County Airport Land Use Commission (ALUC), for determinations of consistency with the ALUCP. Due to changes in the long-term planning assumptions for Fresno-Chandler Executive Airport, the ALUC is considering the establishment of a new AIA. The Fresno-Chandler AIA would encompass portions of the City of Fresno and unincorporated areas of Fresno County. A map of the proposed AIA is attached to this agenda item. The currently approved AIA is attached for comparison.

Action: Open public hearing, receive comments, and close the public hearing. The Airport Land Use Commission may provide additional direction at its discretion.

Airport Land Use Compatibility Plan, Amendment 2 Exhibits (Brenda Thomas) [Information]

Summary:  Final draft changes to Fresno-Chandler Executive Airport's ALUCP Exhibits as part of Amendment #2 will be presented to the ALUC at their regular meeting on October 2, 2023. Some of the draft exhibits are complete and attached for initial review. Other are still in process. Those exhibits include the following:

Exhibit C1 – Airport Influence Area and Safety Zones - Attached

Exhibit C2 – Future Noise Contours (noise modeling is in process)

Exhibit C3 – 14 CFR Part 77 Airspace Services (derived from Master Plan Update) - Attached

Exhibit C4 – Airport Layout Plan (derived from Master Plan Update) - Attached

Exhibit C5 – Existing Land Use Parcels  (updated AIA) - In process

Exhibit C6 – Zoning Parcels (updated AIA) - In process

Exhibit C7 – General Plan Parcels (updated AIA) - In process

Exhibit C8 – Compatibility Factors - Attached

ALUC's consultant from Coffman Associates will present the exhibits to the commission.
