II.Action Summary for February 8, 2024 Measure C Citizen Oversight Committee Meeting

Action: Review and comment, comment with edits, the February 8, 2024 Measure C Citizen Oversight Committee Action Summary.

III.Presentation on Measure C's history and current Expenditure Plan [Denise DiBenedetto]

Summary: Denise DiBenedetto, Contract Administrator with the Fresno County Transportation Authority (FCTA), will provide a brief overview of the history of Measure C and the current Measure's Expenditure Plan. 

Action: This is an information item.

IV.Presentation on Measure C programs administered by Fresno Council of Governments [Jake Martinez]

Summary: Jake Martinez, Associate Regional Planner with Fresno Council of Governments, is the current Measure C program manager for the following Measure C programs: Carpool Incentive, Vanpool Subsidies, and Senior Scrip. Jake will present a short presentation, per the request of current Oversight Committee members, on the programs he manages and answer questions.

Action: This is an information item.

V.Measure C COC Local Agency Budget form review for Fiscal Year 2023-2024 [Jake Martinez]

Summary:  Each fiscal year the Citizen Oversight Committee (COC) asks all local agencies receiving Measure C Local Transportation Pass-Through Funds to complete a reporting of how they expect to spend the current year's Measure C Local Program allocations. The request goes out to local agencies via a form that staff updates and emails out each year.

To date, the following required Local Agency Budget Forms were completed and returned for COC review by local agencies:

  • City of Firebaugh
  • City of Parlier
  • City of Reedley
  • Fresno County Rural Transit Agency (FCRTA)
  • Fresno Council of Governments (Fresno COG)
Moses Stites, General Manager for FCRTA, and/or Janelle Del Campo, Assistant Manager for FCRTA, will be attending the meeting to answer questions on their Local Agency Budget Form for FY 2023-2024.  

Action: Review, approve and recommend action.

VI.Measure C Extension FY22/23 Expenditure Reports [Denise DiBenedetto]

Summary: Pursuant to the adopted Fresno County Transportation Authority procedures for administration of Measure C Extension Funds for Local Transportation Pass-Through Projects and Programs, and Short-Term Regional Transportation Program projects, local agencies are required to submit their Measure C Extension Expenditure Report(s) for the fiscal year 2022-23. At the February meeting the Committee asked that the following agencies reports be returned for various reasons:

  • County of Fresno
  • City of Orange Cove
  • City of Selma 

 

Action: Review and comment.
