Action: Review and comment, comment with edits, and vote to accept the September 4, 2025, Measure C Citizen Oversight Committee minutes.

Summary: Dr. Aly Tawfik, PhD, is an Assistant Professor in the Department of Civil and Geomatics Engineering at California State University, Fresno. Dr. Aly has earned a B.S. in Civil Engineering from Cairo University and M.S. and Ph.D. in Transportation Systems Engineering from Virginia Tech and has nearly 20 years in the field of transportation systems engineering and numerous projects involving transportation planning, transit design, traffic simulation and design, Intelligent Transportation Systems (ITS), and autonomous vehicles. Dr. Tawfik will be presenting on the work being done at the “Fresno State Transportation Institute (FSTI)” as the founding and current Director. FSTI opened in 2017 and is a collaboration between Fresno County, multiple Fresno State departments, and Measure C. The focus of FSTI is to develop and implement advanced multimodal and transit projects in Fresno County and beyond. Summary: Pursuant to the adopted Fresno County Transportation Authority procedures for administration of Measure C Extension Funds for Local Transportation Pass-Through Projects and Programs, and Short-Term Regional Transportation Program projects, local agencies are required to submit their Measure C Extension Expenditure Report(s) for the fiscal year 2024-25:

  • Fresno Airports
  • Fresno FAX
  • FCOG

Action: Review and approve the attached Expenditure Reports.

 

Summary: Staff and currently sitting member(s) on the Measure C Renewal committee will give an update on the efforts and progress since the last Measure C Citizens’ Oversight Committee meeting.
