II.Minutes of October 10, 2019 Meeting of the Measure C Citizen Oversight Committee

Action: Review and approve, or approve with edits, the October 10, 2019 Measure C Citizen Oversight Committee minutes.

III.Measure C Program Updates

Summary:  Staff will provide verbal updates on the following Measure C program and project developments (Denise DiBennedetto)

1.  Veteran's Boulevard Interchange project grant funding - Fresno will be awarded a $10.5 million BUILD Grant from the Federal Government to complete the interchange project in Northwest Fresno 

2.  High-Speed Rail Heavy Maintenance Facility status update

3.  Fresno County Regional Transportation Mitigation Fee Agency Fresno Regional Transportation Mitigation Fee – 2019 Nexus Study Update

The Fresno County Regional Transportation Mitigation Fee Agency will review and consider for adoption the  Fresno Regional Transportation Mitigation Fee – 2019 Nexus Study Update on November 21, 2019 at the Fresno Council of Governments board room at 2035 Tulare Street, Suite 201, Fresno Ca. 93721. The Fresno Council of Governments board meeting starts at 5:30 PM and will be followed by the Fresno County Regional Transportation Mitigation Fee Agency as time allows.  The Nexus Study  proposes an increase in the fee.  If adopted the Nexus Study will be forwarded to the Fresno County Transportation Authority for consideration at their December 11, 2019 Meeting. Questions can be asked or a copy of the draft Nexus Study can be obtained by contacting Les Beshears at beshears@fresnocog.org or phoning (559) 233-4148 Ext. 209.  Comments will be accepted prior to the board meeting.

4.  New Measure C program outreach materials will be handed out to COC members for review.

IV.Local Agency Budget Forms (Veenendaal)

Summary:   Each fiscal year the Citizen Oversight Committee (COC) asks each local agencies receiving Measure C Local Transportation Pass-Through Funds to complete a reporting of how they expect to spend the current year's Measure C Local Program allocations. The request goes out to local agencies via a form staff updates and emails out each year.

To date, the following required Local Agency Budget Forms were completed and returned for COC review by local agencies:

  • City of Fresno
  • City of Mendota
Corrected forms were returned from the following cities and they will be handed out for discussion at the meeting by staff:
  • City of Clovis
  • City of Coalinga

Action:  Review, approve and recommend action.

V.FY18/19 Measure C Extension Expenditure Reports

Pursuant to the adopted Fresno County Transportation Authority procedures for administration of Measure C Extension Funds for Local Transportation Pass-Through Projects and Programs, and for Short-Term Regional Transportation Program projects, local agencies are required to submit their Measure C Extension Expenditure Report(s) for the fiscal year no later than November 15th of each year. An Expenditure Report Tracking Spreadsheet is attached. The following local agencies have submitted the Fiscal Year 2018-2019 Expenditure Reports. 

  • County of Fresno
  • City of Kerman
  • City of Parlier
  • Fresno Council of Governments
  • City of Sanger

VI.2018-2019 COC Annual Report to the Public

Summary:  The Measure C Citizen Oversight Committee is charged with annually developing an annual report to the public. A subcommittee should be formed to develop the report. The chair will be accepting volunteers to sit on the subcommittee.

Action: Accept or nominate subcommittee members to develop the COC 2018-2019 Annual Report to the Public.
